The 6th EAP covers a period of 10 years from publication, therefore until July 2012. Article 11 of Decision No 1600/2002/EC of the European Parliament and of the Council of 22 July 2002 laying down the Sixth Community Environment Action Programme states: "(…) The Commission shall submit to the European Parliament and the Council a final assessment of the Programme and the state and prospects for the environment in the course of the final year of the Programme."
The Commission has adopted on 31 August 2011 a Communication on the Final Assessment of the 6th EAP:

One of the main elements on which the assessment was conducted has been the 2010 European State of the Environment and Outlook Report, which is the flagship publication of the European Environment Agency (EEA). The SOER 2010 was published on 30 November 2010, covers 38 countries (i.e. the 32 EEA member countries plus 6 Western Balkans countries), and address the current state of the environment, how we got to that state, what that state might be by 2020 (and beyond), what is being done and what could be done to improve that state.

Furthermore, in 2009 the Commission outsourced through an open call for tender a contract in support of the Final Assessment of the 6th Environment Action Programme. During 2010 a consortium led by Ecologic Institute conducted an independent assessment of the 6th EAP and the final report, an executive summary and the annexes are available here:

The European Commission organised a public stakeholder consultation meeting on the Final Assessment of the 6th EAP on 29 March 2011 with a view to collecting the opinions of stakeholders on the achievement of the 6th EAP objectives, in terms of delivery of policy commitments (whether through legislation or other instruments) and focusing on the added value of the 6th EAP in facilitating the adoption of environment policies and the achievement of environmental goals.
