EU Biodiversity Action Plan Report 2010

The 2010 assessment on implementation of the EU Biodiversity Action Plan provides a comprehensive overview of progress at both European Community and Member State levels. The report studies all four main policy areas of the EU Biodiversity Action Plan: biodiversity in the EU, the EU and global biodiversity, biodiversity and climate change, and the knowledge base; and its supporting measures: financing, EU decision making, partnerships, and awareness raising.

This assessment shows the progress made since the mid-term assessment 2008 and outlines the most important activities which have been undertaken by the EC and its Member States to implement the Biodiversity Action Plan. A comparison of Member States' performance is provided where relevant. Additionally, a detailed report sheet with progress is included for each of the 27 Member States.

The main conclusion is that the EU has missed its 2010 target of halting biodiversity decline. Europe's biodiversity remains under severe threat from changes in land use, the excessive demands we are making on our environment, pollution, invasive species and climate change. Nevertheless, the assessment reveals that significant progress has been made over the last two years. Important lessons learned from implementing the action plan will underpin the EU's post-2010 strategy.
