LIFE+ 2013 call for proposals

The seventh LIFE+ call for proposals was published in the Official Journal (2013/C 47/21) on 19 February 2013. The deadline for applicants to submit proposals is past.

The "technical selection" phase of the evaluation process has now been completed. Applicants whose proposals were identified as failing one or more "technical selection" criterion have already been alerted. All remaining applications are now being further analysed for compliance with admissibility/eligibility/financial selection criteria and scoring on the basis of the "award" criteria. Please note that this is not a confirmation that these applications have definitively passed the "technical selection" criteria as it is still possible that the ongoing additional analysis might still reveal reasons for which an application should fail one of these criteria. Please find hereunder a provisional calendar.

eProposal Tool

Applicants must use only the eProposal tool to create and submit proposal(s) under the 2013 LIFE+ Call for Proposals. Access is provided via this link.

Support by national authorities

Member States may, on a voluntary basis, provide support to applicants and therefore invite applicants to let them see their draft proposals before a national deadline (which is obviously earlier than the formal deadline of 26 June 2013). Providing your draft proposal to the national authority that offers such help is not compulsory. In all cases applicants must have first validated and then submitted their proposal via eProposal before 26 June 2013 16:00 hours local Brussels time. For further details, please contact your National Contact Point.

Application packages

Applicants must use the LIFE+ 2013 application package for the preparation of their proposals. The application packages can be downloaded below:

LIFE+ Nature & Biodiversity

The Nature & Biodiversity component continues and extends the former LIFE-Nature programme. It will co-finance best practice or demonstration projects that contribute to the implementation of the Birds and Habitats Directives. In addition it will co-finance innovative or demonstration projects that contribute to the implementation of the objectives of Commission Communication (COM (2011) 244 final) "Our life insurance, our natural capital: an EU biodiversity strategy to 2020". At least 50% of the LIFE+ budget for project co-financing must be dedicated to LIFE+ Nature and Biodiversity projects.

LIFE+ Environment Policy & Governance

The Environment Policy & Governance component continues and extends the former LIFE-Environment strand. It will co-finance projects that contribute to the implementation of EU environmental policy, the development of innovative policy approaches, technologies, methods and instruments, the knowledge base as regards environment policy and legislation, and the monitoring of environmental pressures (including the long-term monitoring of forests and environmental interactions).

LIFE+ Information & Communication

This component will co-finance projects that implement communication and awareness raising campaigns on environmental, nature protection or biodiversity conservation issues, as well as projects related to forest fire prevention (awareness raising, special training).

eProposal User Manual for National Authorities

Proposals will be submitted to the national authority of the Member State in which the coordinating beneficiary is legally registered, who will forward them to the European Commission. National Authorities are invited to use the specific manual below:

Translations

We regret that this year no translations will be available.

National annual priorities

The LIFE+ Regulation allows EU Member States to specify national priorities in relation to each LIFE+ call for proposals. For the 2013 call, 4 Member States ( France, Italy, Latvia, Poland) have exercised this right. Projects from these Member States are more likely to be selected for funding if they are in line with the relevant national priorities, as well as with the LIFE+ criteria.
