According to Article 80(1) of the Directive, Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with the directive's new or substantially changed provisions.
The Commission drafted an informal checklist to assist Member States in the transposition process.

State-of-play on IED transposition: August 2016
The majority of the Member States did not or only partially transpose the Directive by the deadline of 7 January 2013,which has led to the opening of non-communication infringement procedures.
All procedures have been closed now, further to notification by the relevant Member States of national transposing legislation.
This is without prejudice to the examination by the Commission of the conformity of Member States’ transposing legislation with the IED and, as a consequence, to the possible opening of infringement proceedings for non-conformity.
