Coastal Zone Policy

Thematic analyses

In COM95/511, the Commission presented several hypotheses regarding the factors that were believed to be most crucial in determining the success of an ICZM initiative. To evaluate these hypotheses, for each of six themes (see below), an expert was charged with surveying the demonstration projects to extract relevant experiences and expertise. This was done through a questionnaire to all project leaders, and more intensive examination of the most relevant projects for each theme, by way of field visits and discussion with the project teams. The six experts worked in close coordination among themselves for both practical reasons and to ensure that their studies complemented rather than overlap one another. The results of these six studies formed a key element in the debate leading towards the Commission's recommendations regarding the appropriate role of the Community in ICZM.
