Evaluation of Integrated Coastal Zone Management (ICZM) in Europe

Bulgaria

Status

Bulgaria did not report officially to the EU ICZM Recommendation.

Circumstances which contributed to the lack of reporting from Bulgaria include: 1) lack of media information and public participation in this especially important multidisciplinary area; and 2) unfinished phase of ratification of the Law for Bulgarian Black Sea Coast Constitution (National ICZM) by the Parliament of the Republic of Bulgaria.

As presently national ICZM is not legislatively regulated, a number of auxiliary documents were consulted for the assessment of ICZM in Bulgaria:

Decree No. 4 from July 7, 1999 for Environmental Impact Assessment (published by Ministry for Environment and Water; Ministry of Agriculture, Forests and Agrarian Reform official Gazette No. 84 from July 22, 1997)

Law for Concessions

Law for Territorial and Structural Planning

Law for sea areas, internal water roads and ports, law for fishery and aquacultures (ratified 2000-2005 period by Parliament)

Draft Law for Bulgarian Black Sea Coast Constitution (based on strategic principles of EU ICZM Recommendation)
