Seven proposals scored at least 35
points, which was the minimum required. Following the positive opinion of
the Advisory Committee on the six highest scoring proposals, the Commission
also had them examined by ENVAC (Environment Advisory Committee on financial
matters). Following this, the two best projects and particularly, those which
had the most concrete objectives, were considered for funding. The projects funded under the 2003

The call for proposals
corresponding to 2003 was published in the Official Journal on 31st
January 2003. The budget was 3,2 mio €. Deadline for submission was 28th
March 2003.Among the 30
proposals received, 17 proposals were excluded for not complying with the
exclusion and selection criteria. The remaining 13 proposals were considered
eligible and submitted to the Evaluation Committee which met on 28th
April 2003.
The Evaluation
Committee assessed the eligible proposals following the award criteria set up
in the Guidelines for the call. Specific participation from the financial
services of the Commission was required, in order to assess financial and
budgetary award criteria IV and V and the compliance of the proposals with
the New Financial Regulation which came into force on 1st January
2003.
