Call for expressions of interest 2012-2015 (CEI/AMI)

The European Commission, Directorate-General for Environment has published the new Call for Expressions of Interest (C.E.I. 2012-2015).

What is the C.E.I? Calls for expressions of interest (CEI) serve to invite economic operators to put themselves forward as candidates in advance of a public procurement operation by a contracting authority.

They can be seen as a way of generating shortlists which may be used and updated many times for many different procurement procedures. The French for call for expressions of interest is “appel à manifestations d’intérêt” (AMI) and the resulting list is therefore called the “AMI list”.

Objective: The purpose of this call is to provide the Commission with a list of pre-selected candidates who could be awarded with contracts in connection with activities related to the policy areas of the Directorate-General for Environment. Potential applicants are asked to fill in and submit the standard application form.

Please note that this Call for Expressions of Interest is run jointly with DG Climate Action so if you have already applied through the website of DG Climate Action, you do not have to apply again.

Applications sent by fax or e-mail will not be accepted.

Closing date for submission: The list of potential candidates is valid for up to three years from the date of dispatch of the contract notice. Any person interested may submit an application at any time during the period of validity of the list, with the exception of the last three months (as per postmark). Applications bearing a postmark after this date will not be considered.

Deadline: The list will be used until the 15th of January 2015, but the deadline for receipt of applications is the 15th of October 2014.

Ready to apply?  Candidates interested to apply are invited to submit an application in accordance with the rules set out in the contract notice for the purpose specified. Both legal and natural persons may apply.

    The general principle is that economic operators are free to organise themselves as they wish, i.e. they can submit a single or joint application, with or without subcontracting.  When an operator (legal or natural person) submits a single application and includes CVs of persons not employed by it, these persons are always to be considered as subcontractors.  The attached questionnaire should only be completed if your application involves a joint application or is relying on the expertise of non-contractual staff or subcontractors.
