This Community Framework is a legal instrument allowing the Commission to provide financial and technical support to networks of local authorities in the field of the promotion of sustainable urban development.

Legal basis: Council and European Parliament Decision on a Community Framework for Co-operation to Promote Sustainable Urban Development (see Annex A below).
Finance available and duration: For the period 2001-2004 the amount allocated is EUR 14 million. The indicative amount for the 2004 call, covering parts A and B of the programme (see annex A below) is 4.750.000 euros. Support for projects is available for a maximum of 3 years.
Description:
Projects in the context of
this call have to deliver clear and specific outputs. They shall
encourage the conception, exchange and implementation of good practices on
urban sustainable development in the following fields:

Preparation of sustainable urban transport plans

Preparation of urban environmental management plans
-
Preparation of environmental management systems for urban areas
-
Local strategies to increase the use of sustainable construction methods and techniques
The projects outputs which can include technical guidance documents, manuals, training resources and electronic tools, in addition to the transfer and development of skills amongst the project partners:

Technical guidelines which would set out advice on preparatory issues, procedures, difficulties and their solutions that are likely to be encountered in undertaking these initiatives;

manuals which would provide practical, operational support;

Training material which would provide officials, elected members and other stakeholders with the skills that they need.
The Guidelines (annexed) include the priority themes and all details for applying.
Rates of support: The overall rate of Community contribution shall not exceed 60% of the eligible costs of the actions to be supported. In the case where the lead applicant or some of the partners are from Objective 1 regions or from Accession countries, the Community funding can increase to 75% of the costs incurred by the lead applicant and for those partners. All other lead applicant or partners outside Objective 1 regions or outside the Accession countries will be funded only up to 50% of their eligible costs. This means that if a lead applicant and/or one or more partners for an action belong to Objective 1 regions or Accession Countries, the other partners will be funded only up to 50% of their eligible costs respecting the overall maximum funding rate of 60%.
All lead applicants and partners shall contribute financially to the action.
Eligibility: Networks of local authorities comprising members from at least four EU and EFTA countries. Networks may in addition also include Central and Eastern European Countries, Cyprus and Malta as well as other countries which have concluded association agreements with the European Community. Projects financed under other Community Programmes are not eligible for funding under this co-operation framework.
