Seminar: 'The new Environmental Implementation Review (EIR): What's in it for regions and cities?'

In May 2016, the European Commission launched the two-yearly Environmental Implementation Review (EIR), which will give the first comprehensive overview on the state of play of how key environmental policies and laws have been implemented on the ground, mapping areas of excellence and implementation problems in 28 country specific reports. By the end of 2016, the European Commission will publish the first series of country reports, accompanied by a first analysis of common challenges. Issue papers in 2017 will deepen specific horizontal findings.

The European Commission recognises in its Communication on the EIR the role of local and regional authorities and seeks to closely exchange with the Committee of the Regions (CoR)on the EIR.

The seminar will look at main common implementation challenges of environmental law and their root causes at regional and local levels, and options to improve on them. Participants will work on them in different breakout groups and report back to the Plenary, with reactions from the EU institutions.

Moreover, the European Commission and the CoR will outline their future cooperation on the EIR. The conference forms the 7th meeting of the CoR/European Commission Technical Platform for Cooperation on the Environment which seeks to contribute to a better implementation of EU environment law, in a joint meeting with an ad hoc group of contacts on the Environmental Implementation Review from the Member States' Environment Ministries.

Participants will include representatives from local and regional authorities and their associations.
