IPA (Instrument for Pre-Accession) is an accession driven instrument, fulfilling all the requirements stemming from the accession process, notably in terms of priorities, monitoring and evaluation. IPA covers all the enlargement countries (with candidate status as well as potential candidates).
EU pre-accession funds aim at supporting the beneficiaries perform internal political and economic reforms, in view of managing the rights and obligations steaming from EU membership. The pre-accession funds also help the EU reach its own objectives regarding sustainable economic growth, environment protection, climate change, energy supply, transport, etc.
For the period 2014-2020, IPA II will provide financing of € 11.7 billion.
