Pre-appraisal guide

The aim of the guide is to provide a simple methodology to test the potential viability of urban wastewater projects. The test can be done at an early stage of the project cycle, i.e. when only little concrete information is available, and should help in a decision on whether to carry out a full-fledged (pre-)feasibility study or not. The results of the test may also indicate where modifications of the project design may improve the viability of the proposed works.

The pre-appraisal methodology has been prepared for use by agencies at national level that are involved in the identification and preparation of wastewater projects, usually water directorates or departments in the relevant ministries. The intention is that of an evaluation by an independent examiner who is not party in local-level policy and administrative decision processes. This is to ensure an unbiased review of the project proposal.

This guide consists of two Volumes: a text document (PDF) and a computation tool in excel.

Volume 1 has two parts:

Part 1 discusses the four main steps in the pre-appraisal:

an analysis of the context of the project;

the definition of the objectives of the project;

identification or scoping of the project and possible alternative options:

the simplified financial analysis.

Part 1 also includes the Cost Base of investment and O&M costs.

Part 2 consists of two sections with forms:

the Questionnaire and guide for structured discussions with project proponents;

a format for presentation of the findings and conclusions of the pre-appraisal.

Volume 2 is the excel calculation sheet:

Part 3 of the pre-appraisal tool is the financial computation model.
