    Excess carbon permit sales power decarbonisation in Estonia
    Seven Estonian towns are carrying out what is claimed to be Europe's largest concurrent installation of LED street lighting under a scheme funded by the sale of excess carbon permits. The installation scheme in Haapsalu, Jõhvi, Keila, Kuressaare, Paide, Valga and Võru, started in mid-February and will be completed by October 2015.

    Tallinn becomes “capital of free public transport”
    On 1 January 2013, Tallinn, Estonia became the first European capital to extend free public transport to all of its residents. The results so far have been encouraging. The Tallinn authorities believe that, if done right, free public transport schemes can encourage a shift from cars to buses and trams, can cut congestion and traffic emissions, and can boost economic development.
