The European Commission is in the process of preparing its Fifth National Communication to the UNFCCC (United Nations Framework Convention on Climate Change) and, as part of this process, is inviting European organizations to contribute to this process through this questionnaire.
The European Community National Communication is an official EU document that should reflect the activities taken by the European Community since the Fourth National Communication with respect to climate change. This covers activity related to mitigation and adaptation at both the EU and international level. Member State level activities are reported separately within their own National Communications.
The National Communication is an official reporting document and will take a purely factual approach. However, within this context, some input from stakeholders may be included where such contributions are deemed relevant.
The questions below aim to capture areas where stakeholders may have added information that could be used in the national communication. Responses are invited from European organizations with a relationship to the climate change agenda. |

| Reason why the consultation period is less than 8 weeks |
| |
It is essential that the stakeholders consultation period is reduced to 6 weeks to ensure that the works on the 5th EC National Communication will be finalised on time, which will ensure its timely submission to UNFCCC Secretariat. |

In the interests of transparency, organisations have been invited to provide the public with relevant information about themselves by registering in the Interest Representative Register and subscribing to its Code of Conduct. If the organisation is not registered, the submission is published separately from the registered organisations. |
Results of consultation and next steps |

The results of this consultation will ensure a better quality of the 5th EC National Communication which is to be submitted to the UNFCCC Secretariat by 1 January 2010.
Consultation report will be published after the end of the consultation. |
