Regulation (EC) No 850/2004 of Persistent Organic Pollutants (POP Regulation) requires the Commission to draw up a plan for the implementation of the Union's obligations under the Stockholm Convention and, when appropriate, to review the plan and update it. The Community Implementation Plan was developed as a Commission staff working document in 2007 and subsequently submitted to the Secretariat of the Stockholm Convention. The Plan covers the substances listed in the Stockholm Convention and also those listed in the UNECE POP Protocol. The overall purpose of the Plan has been to take stock of legal and other European Union level measures taken, assess their efficiency and adequacy in meeting the obligations of the Convention, identify needs for possible additional measures and lay down an action plan for the implementation of these measures. A significant number of the actions identified in the 2007 Plan have now been finalized or are about to be finalised. The 1st Commission report of 2010 on the application of the POP Regulation identified several new actions that should be carried out for the EU to meet its international obligations.. In addition, new substances were added to the Stockholm Convention and the POP Protocol in the course of 2009 and 2011. As a result of these developments, the European Commission decided to review and update the Plan taking them into account. The consultation aims at providing the European Commission with views and comments of stakeholders on the draft Implementation Plan on POPs. |

How to submit your contribution |

Your contribution should be submitted by completing the questionnaire following the appropriate link for citizens/individuals, organisations or public authorities. It is advised to read the draft of the European Union's Implementation Plan before completing the questionnaire. To the extent possible please submit your contribution in English. Most questions are closed which means that the answers can be selected from a set of predefined options. Five questions are open and allow submitting any views or suggestions the respondent deems important for the review of the Implementation Plan. We welcome contributions from citizens, organisations and public authorities.
