Objective of the consultation |

The Commission is preparing for
implementation of the emissions trading scheme (EU ETS) in the aviation
sector. This includes the development and adoption of detailed guidelines and
provisions for the monitoring, reporting and verification (MRV) of emissions
and activity data. Such guidelines are necessary to ensure a harmonised
application of the requirements of the directive to all aircraft operators
regardless of their nationality and regardless of which Member States will be
overseeing their compliance with the scheme.
As part of the process of
developing the guidelines and provisions, the Commission has employed
consultants Entec to examine the issues surrounding MRV in the aviation
context. This consultation has therefore been formulated by Entec to address
key issues arising from their work. |

Reason why the consultation period is
less than 8 weeks |

There is a very short time period available to
get the guidelines and provisions ready for the start of the monitoring
obligations in 2009. It is therefore essential that the consultation period
is reduced to 5 weeks to ensure that aircraft operators, verifiers and
competent authorities have finalised guidelines in advance of the MRV
requirements starting next year. |

In the interests of transparency, organisations have been invited
to provide the public with relevant information about themselves by
registering in the Interest Representative Register and subscribing to its
Code of Conduct. If the organisation is not registered, the submission is published
separately from the registered organisations. |
Results of consultation and next steps |

The results of this consultation will ensure a harmonised
application of the requirements of the directive to all aircraft operators
regardless of their nationality and regardless of which Member States will be
overseeing their compliance with the scheme. Consultation report will be
published after the end of public consultation. |
