Greenhouse gas monitoring and
reporting
Progress reports
The objective of the United Nations Framework
Convention on Climate Change (UNFCCC) is to stabilize greenhouse
gas (GHG) concentrations in the atmosphere at a level that
would prevent and reduce dangerous human-induced interference
with the climate system. The ability of the international
community to achieve this objective is dependent on an accurate
knowledge of GHG emissions trends, and on our collective ability
to alter these trends.
Since 1996, Annex I Parties to the UNFCCC submit to the secretariat,
in accordance with Articles 4 and 12 of the Convention and
the relevant decisions of the Conference of the Parties (COP),
national greenhouse gas inventories of anthropogenic emissions
by sources and removals by sinks of greenhouse gases not controlled
by the Montreal Protocol. In addition, Annex I Parties provide
inventory data in summary form in their national communications
under the Convention. These inventories are subject to an
annual technical review process.
Based on the European Community’s annual greenhouse
gas inventory prepared with the help of the European Environment
Agency and submitted to the UNFCCC by April 15th each year,
the European Commission prepares a short communication which
it submits to the European Parliament and to the Council ("Progress
Report") .
The Progress Report (now required under Decision 280/2004/EC
concerning a mechanism for monitoring Community greenhouse
gas emissions and for implementing the Kyoto Protocol) assesses
the actual and projected progress of Member States and the
Community towards fulfilling their emission reduction commitments
under the UNFCCC and the Kyoto Protocol. It also summarizes
any progress on Community policies and measures resulting
from the European Climate Change Programme (ECCP).
