Commission proposal for a Directive on the geological storage of carbon dioxideOn 23 January 2008 the Commission proposed a Directive to enable environmentally-safe capture and geological storage of carbon dioxide (CO2) in the EU as part of a major legislative package. This is a response to the call of EU leaders made at their Spring summit in March 2007 and follows the European Commission's proposal set out in its Communication "Limiting Global Climate Change to 2° Celsius: The way ahead for 2020 and beyond" from January 2007. Background:30 January 2008: High-level conference on Sustainable energy policies: Carbon capture and storage as part of the solutionOn 30 January 2008, following the adoption of the proposed enabling legal framework for carbon capture and storage (CCS), and in conjunction with the EU Sustainable Energy Week, the high-level conference Sustainable energy policies: Carbon capture and storage as part of the solution has taken place in Brussels . The aim of the conference was threefold: to present the proposed new regulatory framework for CCS adopted by the European Commission on 23 January 2008, to discuss the future outlook for CCS and to present the support mechanisms for large-scale demonstration projects of CCS in the EU. The conference brought together a vast audience comprising representatives of the European Parliament and the Council, and stakeholders from industry and from the NGO community. Consultation on the Impact Assessment of the enabling legal framework for CCSOn 10 January 2007, the Commission adopted a Communication on "Sustainable Power Generation from Fossil Fuels: aiming for near-zero emissions from coal after 2020". The Communication outlined the Commission's intention to bring forward an enabling legal and policy framework for carbon capture and geological storage. The scope of this framework, and the options for establishing it, were examined on May 8, 2007, in the Working Group on carbon capture and geological storage set up under the European Climate Change Programme II. The objective of the examination in the ECCP II Working Group was to consult Member States and stakeholders (industry, NGOs, research and academia) on the scope of the impact assessment, the options for managing risks, removing barriers and promoting deployment, and the process for assessing the impacts of the options.
