tools for pre-registration, data sharing and registration
About the Workshop
The “R in REACH” workshop aims to explain and discuss key
aspects of pre-registration and registration of chemical substances.
It will also provide up-to-date information on the REACH guidance
documents and tools to support companies who are preparing
to register their substances. The seminar will provide the
participants with practical information for their REACH compliance,
and it will be a good starting point for those associations
and companies who have not participated in the REACH Implementation
projects or other REACH preparatory activities.
The seminar is organised by the German Presidency in collaboration
with the European Commission.
The workshop is addressed to public authorities, chemical
manufacturers and importers, downstream users, in particular
small and medium sized enterprises (SMEs), and other actors
involved in the implementation of REACH.

About REACH
REACH introduces new obligations for industry, the most
important one being “no data no market”. In practice this
means that chemical substances manufactured or imported in
quantities of 1 tonne/year/manufacturer or importer need
to be registered at the newly established European Chemicals
Agency (ECHA). In order to benefit from transitional deadlines
(30 November 2010, 31 May 2013 or 31 May 2018, depending on
the tonnage in which they are manufactured or imported), manufacturers
or importers of substances that have long been on the market
(“phase-in substances”) must pre-register their substances
between 1 June 2008 and 1 December 2008. Pre-registration
also enables registrants to share data with other registrants
and avoid unnecessary testing.
In collaboration with the stakeholders, the Commission has
prepared extensive guidance and tools to support the industry,
especially small and medium size enterprises, and Member State
Competent Authorities. The guidance will also include tools
to assist inexperienced users (summary of REACH, a “navigator”
tool to find out obligations through a series of questions,
search functions, a glossary, Frequently Asked Questions etc.).
In addition, detailed technical guidance documents will be
available on the ECHA web site as of June 2007.

Eligibility
The “R in REACH” workshop is intended for public authorities,
chemical manufacturers and importers, downstream user, in
particular small and medium sized enterprises (SMEs), and
other actors involved in the implementation of REACH. For
industry, in principle both associations and individual companies
are admitted. However, there may be a need to restrict participation
due to the limited number of available places. Should this
be the case, the following rules will be applied:
In case of multiple registrations for the same company,
association or institution, only one participant may be admitted.
Associations or organisations who represent a broader audience
may be given preference over individual companies.
To an extent, preference may be given to representatives
of industry associations or companies, who will either register
chemical substances or provide REACH-related assistance to
companies who will register.
A balance may be sought by giving preference to representatives
of organisations or from countries which are otherwise under-represented.
