Project Objectives:
The project has four distinct objectives:
- To raise awareness within the EU institutions, in particular, the European Commission of the role of social enterprises as job creators in the recycling sector
- To promote discussion between local authorities and industry on agreements and partnerships in the field of recycling
- To identify legal instruments which promote effective working between social enterprises, local authorities and private companies that combine reduced costs of recuperation, recovery and recycling with the promotion of employment of disadvantaged people.
- To strengthen the role of the social economy in the recovery and recycling sector through action-research and evaluation.
Actions foreseen and work schedule:
Three implementation phases can be identified:
- Research Phase 5 months
- Action Phase 5 months
- Evaluation Phase ongoing but especially in the final 2 months
In the first phase, each national co-ordinator will conduct an inventory of recycling enterprises in the social economy within their country. Legislative aspects, as well as existing fiscal and financial instruments will be explored. Special attention will be paid to role of clean technologies and their impact on the waste reduction process.
Through a process of transnational exchanges and seminars, the project proposes to improve the skills of managers of social enterprises in the recycling sector. Participants will be encouraged to transfer good practices and methods especially regarding technological aspects. A feasibility study for a training course for social enterprise managers in the recycling sector will be conducted. A conference will be held to disseminate the results of the research and action phases.
An evaluation of the sector will be conducted to measure the environmental performance and job creation potential of social enterprises in the recycling sector on the environment. Indicators to be explored include reductions in waste production, increasing of re-used good, sustainability of activities and job creation effects.

Expected results:
- A detailed report will be produced on the status of social enterprises in the recycling sector across the EU.
- Policy briefing papers recommending revision to existing legislation, and non-legislative instruments to encourage the growth of the sector.
- A transnational network of organisations working in this sector will be established to constitute a permanent forum for debates and exchange.
- Awareness raising and dissemination of the project results through ARIES (the European on-line service for the social economy) and through REVES, the European Network of Cities and Regions for the Social Economy.
- A final conference will bring together the various actors of the local authorities, industry and the social economy in the recycling sector.
