VOC Solvents Directive

Member States implementation reports

The VOC Solvents Directive 1999/13/EC foresees reporting by the Member States on the basis of three-yearly reporting periods.

The first reporting period covered the years 2003-2004 and the reports submitted by individual Member States can be found here. An analysis of these reports on behalf of the Commission can be found here.

The second reporting period covered the years 2005-2007. The reports submitted by Member States can be found here. An analysis of these reports on behalf of the Commission can be found here.

The third reporting period covered the years 2008-2010. The reports submitted by most Member States can be found on Reportnet . Translated versions thereof as well as an analysis on behalf of the Commission will soon be made available on the CIRCABC site.

Commission reports

On 25 October 2010 the European Commission adopted a report on the implementation of Directive 1999/13/EC on the limitation of emissions of volatile organic compounds due to the use of organic solvents in certain activities and installations (SED).

The report relates to the period 2003-2007, which was mostly prior to the final implementation deadline of the SED for existing installations (30 October 2007). During this period, two implementation reports were submitted by the Member States (covering the periods 2003-2004 and 2005-2007, respectively).

These reports have not revealed any major horizontal implementation issues. Implementation of the SED in the dry cleaning sector has presented some problems due to the specific features of the sector, but useful simplified approaches are being developed.

Transition to the Industrial Emissions Directive

During the transition from the current legal framework to the new Industrial Emissions Directive (IED), the Commission will continue to follow up the implementation of this Directive. At the same time, the Commission will also prepare the ground for supporting and promoting the transposition and implementation of the IED by the Member States.
