This consultation was subject to data privacy rules. A privacy policy statement specified how  personal data wouldl be used. The attention of potential respondents was specifically drawn to the following: By submitting a contribution, respondents were deemed to have given consent to the Commission to publish it on-line at the consultation website. In the case of contributions from individual citizens, those contributions would only be published with the names and personal details if those citizens had given their consent for publication of their name as an author of the contribution. In the absence of such an authorisation, the contribution would be published but the name and personal details of the author would be withheld. It was also announced that the Commission would publish comments received on this website in the format in which they would be received. These should therefore not contain confidential information.
