The Commission adopted on 7 May 2008 the first Implementation Report reviewing how the Community has implemented the Aarhus Convention.
The Commission adopted the second Implementation Report on 14th April 2011, reviewing how the EU has implemented the Aarhus Convention during the period 2008-2010.
First Implementation Report
Article 10(2) of the Convention states that, at their meetings, the Parties shall keep under continuous review the implementation of the Convention on the basis of regular reporting by the Parties.
Guidance on the format of the reporting is to be found in Decisions I/8 and II/10 on reporting requirements, as adopted by the first and second Meeting of the Parties to the Aarhus Convention in 2002 and 2005 respectively.
The Community only being a Party to the Convention from 2005, this Implementation Report will be the first one to be submitted to the Aarhus Convention bodies on behalf of the Community.
The Environment Directorate-General of the Commission sought the views of public authorities, members of the public and non-governmental organisations on the draft Implementation Report from 7 December 2007 to 4 February 2008. The Commission received comments from WWF (see also the Commission's reply to WWF).
The Commission adopted the final version of the Report on 7 May 2008, which was then submitted to the Secretary to the Aarhus Convention.
Second Implementation Report
The Commission has conducted a public consultation from 17th November 2010 until 26th January 2011 on the second Implementation Report reviewing how the EU has implemented the Aarhus Convention during the period 2008-2010. A number of NGOs have submitted their contributions which were considered by the Commission services (see also replies from the Commission) and changes have been introduced in the draft report.
The Commission adopted the final version of the Report on 14th April 2011, which was then submitted to the Secretary to the Aarhus Convention.
