Implementation of the 2010 Call for proposals.

Following an evaluation of the proposals received concerning the 2010 Call "Facilitating Transnational Low Season Exchanges in Europe through the Development of Social Tourism" (ENT/TOU/10/711B), the European Commission awarded four projects that were launched on the 1st of March 2011. The four projects focused on different Calypso target groups.

Eight countries - through national or regional authorities - have been awarded co-financing :

  1. Italy
  2. France
  3. Spain
  4. Portugal
  5. Poland
  6. Finland
  7. Czech Republic
  8. Malta

Of interest is the fact that the awarded projects reflect a very wide European geographical distribution.  Three countries - Italy, Spain and Portugal - are participating in two projects each, with the former two countries represented at national and regional level. Moreover, Finland was not one of the 21 countries participating in the 2009 Calypso Study, but is now participating as Lead Partner through a regional authority. A number of NGO`s are also participating.

A description of the winning proposals - including partners involved in each of the projects, and contact details of the respective Project Leader - is provided hereunder.

Two new Calls for Proposal

As part of the 2011 implementation of the preparatory action programme, the Commission wishes to continue identifying appropriate mechanisms facilitating the development of tourism exchanges between Member States/Candidate countries.

Therefore the Commission intends launching a Call for Proposal - quite similar to the 2010 Call - to continue supporting tourism-related authorities in strengthening structures to undertake trans-national low season pan European exchanges. This will be done around April 2011.

Moreover, the Commission also intends working on the creation of a web based Demand - Support platform as a means to facilitate tourism exchanges. Another Call for Proposals will be launched in this regards towards the end of the second quarter 2011.

 Workshops Implementing Calypso

The Commission plans organising two workshops in end of June and end of November 2011 (locations and exact dates to be announced at a later stage) in order to:

  1. Highlight the increasing importance of social tourism as well as its benefits and regional economic impacts, whilst stressing the importance of developing European tourist exchanges.
  2. Present European best-practices from other countries.
  3. Promote networking of countries and regions active within the Calypso preparatory action in order to facilitate future trans-national exchanges.
  4. Elaborate upon the work programme of the successful projects following the abovementioned Call for Proposals
  5. Explore the interest of countries and regions within Europe in implementing such trans-national exchanges
  6. Discuss further the development of tourism exchanges after finalisation of the preparatory action.

On the basis of the feedback received from stakeholders, a workshop environment will be promoted during the meetings to facilitate feedback and interaction with participants.

Communications Material

In view of the need to enhance the communications dimension of Calypso, the European Commission will be commissioning additional communications material in 2011.
