EU legislation governing the trade regime for Non Annex I goods (commonly referred to as Processed Agricultural Products - PAP's) devolves primarily from Regulation (EU) No 510/2014 of the European Parliament and of the Council of 16 April 2014 laying down the trade arrangements applicable to certain goods resulting from the processing of agricultural products and repealing Council Regulations (EC) No 1216/2009 and (EC) No 214/2009. DG Enterprise and Industry is responsible for all legislation deriving from Regulation (EU) No 510/2014 and governing trade in goods not covered by Annex I to the Treaty but listed in Annex I of Regulation Regulation (EU) No 510/2014. Those implementing reglementations are currently under revision.
The legislation may be subdivided into 2 headings:
- Trade arrangements governing the import of Processed Agricultural Products from third countries (Preferential trade arrangements, methods of analysis, Special Inward Processing arrangements).
- Rules governing the payment of export refunds on exports of Processed Agricultural Products to third countries (Determination of quantities, Methods of analysis, Statistics, Special rules for pasta). The most important Regulation in this field is Regulation (EC) No 578/2010 of 29 June 2010 laying down common detailed rules for the application of the system of granting export refunds on certain agricultural products exported in the form of goods not covered by Annex I to the Treaty, and the criteria for fixing the amount of such refunds.
