Commercial explosives are essential for quarrying, mining and infrastructure construction. Without them those sectors would face enormous technical and economic obstacles. Explosives therefore play a very important economic role.

The internal market for explosives is established by Directive 93/15/EEC on the harmonisation of the provisions relating to the placing on the market and supervision of explosives for civil uses.

The Directive harmonises the safety requirements for civil explosives at a high level of protection and creates an administrative system for the supervision of intra-EU transfers in order to protect the general public from illicit uses.
