Regulation (EC) No 1223/2009 of the European Parliament and of the Council of 30 November 2009 on cosmetic products is a recast of Council Directive 76/768/EEC of 27 July 1976 on the approximation of the laws of the Member States relating to cosmetic products. Most of the provisions of Regulation (EC) No 1223/2009 will be applicable as from 11 July 2013.

Article 10(3) of Chapter III on safety assessment requires that non-clinical safety studies carried out after 30 June 1988 for the purpose of assessing the safety of a cosmetic product shall comply with Community legislation on the principles of good laboratory practice.

The receiving authorities for Regulation (EC) No 1223/2009 are the Member State competent authorities.
