Corrigendum
Article 3(20)(c) on no-longer-polymers
has been corrected - OJ L 36, 5.2.2009.
Amendments
The definition of "phase-in substance" contained in Article 3(20) of the REACH Regulation has been amended to take account of the accession of Bulgaria and Romania to the EU in January 2007 ( Council Regulation (EC) No 1354/2007
of 15 November 2007). The amendment was adopted under the procedure foreseen in Article 56 of the Act of Accession of Bulgaria and Romania.

Guidance and helpdesks
Guidance
The Commission has developed draft guidance over the past few years to support industry and authorities in fulfilling their tasks under REACH and to ensure a smooth implementation of REACH. The guidance documents were drafted and discussed within projects led by the European Commission services, involving stakeholders from industry, Member States and non-governmental organisations. The European Chemicals Agency is responsible for adopting the guidance along with its subsequent maintenance.
The finalised guidance documents and those under preparation or revision are available from the European Chemicals Agency (ECHA) website.
Helpdesks
Member States have established national helpdesks to assist industry in understanding their roles and duties under REACH. The helpdesk of the European Chemicals Agency will also provide support to all companies registering substances. In addition, there is a helpdesk on using IUCLID5, the software tool through which companies are required to submit their registrations under REACH.
