Evaluation and review of the Ecodesign Directive
The effectiveness of the Ecodesign Directive and its implementing measures is being reviewed and assessed, according to Article 21 of the Directive.
In preparation for the review, an independent evaluation study was carried out to examine the functioning of the Directive, and in particular:
- Methods and procedures of the Directive;
- Development of implementing measures and their effective application (including compliance and market surveillance);
- Impacts on the environment and resource consumption (i.e. whether the Directive is fulfilling its environmental objectives);
- Impacts on product markets and on industry’s competitiveness (including innovation);
- Barriers and obstacles to optimal application of the Directive;
- Coherence with other EU policy instruments, in particular in the field of Sustainable Product Policy;
- Appropriateness of extending the scope of the Ecodesign Directive beyond energy related products.
On the basis of the results of this study, the Commission has to assess by end 2012 whether any amendment to the Ecodesign Directive is necessary, including an extension of its scope beyond energy related products.
DG Enterprise and Industry has commissioned The Centre for Strategy & Evaluation Services LLP (CSES) to carry out this evaluation and review study.
