Working Plan 2012-2014
Article 16 of the Ecodesign Directive requires the European Commission to establish a Second Working Plan setting out an indicative list of products to be considered in priority for implementing measures in 2012-2014.
An ongoing study (running until October 2011) will provide the Commission with necessary background on environmental impacts, saving potential and market conditions in order to select the most appropriate energy related products for this Second Working Plan.
The contractor in charge of the study is Van Holsteijn en Kemna BV. The project leader is M. van Elburg (m.van.elburg@vhk.nl). Stakeholders are encouraged to contact the contractor on their own initiative, via the website of the study.
Working plan 2009-2011
The first Working Plan of the Ecodesign Directive was adopted on 21 October 2008. It establishes a list of 10 product groups to be considered in priority for implementing measures in 2009-2011:
- Air-conditioning and ventilation systems
- Electric and fossil-fuelled heating equipment
- Food-preparing equipment
- Industrial and laboratory furnaces and ovens
- Machine tools
- Network, data processing and data storing equipment
- Refrigerating and freezing equipment
- Sound and imaging equipment
- Transformers
- Water-using equipment
Transitional period 2005-2008
During the “transitional period” between the entry into force of the Ecodesign Directive in 2005 and the adoption of the first Working Plan in 2008, implementing measures were prepared for a number of products identified as priorities by the European Climate Change Programme (Article 16 of the Directive).
12 implementing measures have been adopted (see table) and several others are being prepared by DG Energy.

The first 12 implementing measures are estimated to allow yearly savings by 2020 equivalent to almost 14% of the EU final electricity consumption in 2009:
