New agreement on cooperation between the European Commission and NASA

The European Commission and NASA have agreed a document entitled "Principles of cooperation of NASA personnel with projects
funded by the EU's Framework Programs in the area of Space Research"

This document identifies a simple working solution, within existing rules, that would allow for NASA personnel to collaborate with European colleagues in space research projects funded under the EU Framework Programme. This would be done via bilateral agreements that NASA would enter into with one of the members of the research consortium. Under this formulation, NASA would sign neither the Grant Agreement, nor the Consortium Agreement, and would review proposed bilateral agreements using its established rules. When NASA participates, it would be under the principle of "no-exchange of funds", i.e. NASA would not charge any expenditure to the project.

In all instances, participation by NASA personnel in projects funded by the EU Framework Programmes would be reviewed by both sides on a case by case basis, following established review procedures.

The document of the "Principles of cooperation of NASA personnel with projects funded by the EU's Framework Programs in the area of Space Research" can be found here pdf - 14 KB [14 KB] .

€ 84 million to support European research in the fifth FP7 Space call for proposals

The fifth call for proposals under the Space theme of FP7 was published on 20 July 2011, with a deadline of 23 November 2011.

In the fifth Space call, the fight against climate change, cross-border crime and irregular immigration will be at the heart of the GMES activities. The development of breakthrough technologies to improve Europe's capacity to operate in space and observe the Earth, the solar system and the universe from space will form the core of the Strengthening Space Foundations topics. The call will also strongly support international cooperation and SME research, in particular to encourage SMEs working in terrestrial fields to apply their knowledge to the space domain. The submission of coordination actions to support the definition of Europe's space research agenda is also encouraged.
