The European space community is multi-layered and diverse.

European-level coordination is provided through the framework agreement between the European Commission and the European Space Agency (ESA), as well as other implementation coordinating bodies, such as the European GNSS Agency (GSA ) for the Galileo satellite navigation system.

At national level, many countries run their own, often substantial, research and development programmes on space activities.

In addition, at regional level, numerous universities, research institutes and policy study centres contribute to technical and policy development.
