NORMAPME

Current Activities: "Framework Partnership Agreement"

In April 2008 the European Commission signed a Framework Partnership Agreement (FPA) with NORMAPME, renewed and extended for three more years on 13 March 2009.

The renewal includes the recommendations made in the "Evaluation of the EU actions for the promotion of craft and SMEs’ interests in the European standardisation area" (cfr infra).

The FPA defines the roles and responsibilities of the Commission and of NORMAPME in implementing the partnership.
It spells out an updated list of actions pdf - 24 KB [24 KB] which the Commission may co-finance.

Under this Framework, NORMAPME submits grant applications for specific actions. When their evaluation is positive, specific grant agreements are signed.

2012 Actions:

In 2012 NORMAPME submitted two new grant applications for which specific grant agreements were signed (the actions 1/2012 and 2/2012).

Action 1/2012

Developing Standards for SMEs

Eligible costs:

This project will promote the development of standards that meet the needs and expectations of SMEs. This will be mainly carried out by means of direct participation of SME standardisation experts in Technical Committees. In addition, the project will establish a SME Guide Contact Point for CEN and CENELEC TCs.

Think Small First

In 2011 NORMAPME submitted two new grant applications for which specific grant agreements were signed (the actions 1/2011 and 2/2011).

Action 1/2011Developing Standards for SMEs

Eligible costs:

This project will promote the development of standards that meet the needs and expectations of SMEs. This will be mainly carried out by means of direct participation of SME standardisation experts in Technical Committees. In addition, the project will establish a SME Guide Contact Point for CEN and CENELEC TCs.
As a concrete example of the outputs of this project, as at July 2011, 48 experts (39 paid, 7 unpaid and 2 staff members) work and represent SMEs in 58 TCs/WGs + 1 paid TC secretariat. As at July 2012, NORMAPME will have appointed 6 additional paid experts.

Action 3/2010"SME advisory service for experts in standardisation"

Eligible costs:

Start date:

The aim of this project is to remind standard drafters that standards should be drafted and structured with clarity, so that SMEs can absorb them immediately.

NORMAPME will draft and publish a handbook on the practical interpretation and implementation of two standards for the SMEs.
By demonstrating that these standards can be applied within the SMEs capabilities, the use of standards is promoted.

"Raising Awareness"

Within this project, NORMAPME worked to increase SMEs awareness of standardisation as well as their participation in standardisation activities.

With regards to this main objective NORMAPME aimed at developing effective communication with as many SME associations as possible in the European Union, and at fostering a more regular exchange of information and viewpoints with SMEs at local level.

"SME Advisory Service for experts in standardisation"

The project has created an advisory mechanism on SMEs needs targeted to standard drafters - in particular the experts working in Technical Committees (TCs) and Working Groups (WGs) of the European Standards Organisations (ESOs).

The SME Advisory Service complemented the work of NORMAPME technical experts who participated in specific TCs and is in line with the principles of the CEN/CLC Guide on SMEs needs.

In order to achieve its aim, Normapme increased the number of remunerated experts from 18 to 26 and also monitored other experts.
By supporting and assisting their work Normapme empowered experts to write more SME friendly standards.

"SME Guide Action: Experts Helpdesk for standardisers on SMEs needs"

The project aims at establishing a SME Guide Action, an advisory body to CEN that would promote SMEs interests among standardisation experts. Normapme will assume the responsibility for running the SME Guide Action and create a guide on SMEs reality that would be a basis for the assessment of the developments in the Technical Committees (TCs).

In addition, Normapme will establish contacts and enquire the Secretaries of the TCs to check if the selected standardisation items are adapted to SMEs reality.

Past activities (from 1995 until 2007)

From September 1995 to July 2001, NORMAPME (European Office of Crafts, Trades and Small and Medium- Sized Enterprises for Standardisation), a technical office representing SME associations with an interest in standardisation, received annual subventions from the European Commission.

Later on, the European Commission launched 2 successive open calls for tenders:

  • The first one resulted in the signature July 2002 of a 3 year service contract with the consortium UEAPME/NORMAPME.
  • In the second open call for tenders the consortium UEAPME/NORMAPME was the only bidder and new 3 year contract was signed (for the period 2005-2008).

According to the terms of the contract, the consortium UEAPME/NORMAPME carries out a number of tasks aiming to increase the participation of SMEs and craft enterprises and to promote their interests in the European standardisation process. This implies working at European level (with CEN, CENELEC and ETSI), and also at national level (with the National Standardisation Organisations -NSO) and international level (with the International Standardisation Organisations - ISO).

Permanent contacts are established with the national craft and SMEs organisations to jointly look for proposals and solutions that suit craft enterprises and SMEs. These solutions are pursued at European level through active participation in programme planning (e.g. position papers, definition of agendas of the meetings) and by participation in the technical committees of the three European standardisation bodies.
