Obstacles to growth - recruiting the first employee: report of the expert group
In order to better understand the reasons why "one-person-enterprises" (OPEs) do not recruit regular staff and to formulate recommendations to remove possible legal and administrative obstacles to recruitment, Member States and candidate countries established a group of experts which analysed the situation of OPEs, developed indicators for the administrative burden and other obstacles that might explain their behaviour and presented examples of good administrative practices to alleviate such burdens.
