EU-Ukraine
Ukraine is a priority partner country for DG Enterprise and Industry under the European Neighbourhood Policy (ENP). The DG is active in a number of different areas with the aims of implementing the ENP Action Plan
[93 KB] , and in the negotiations on the new EU-Ukraine Association Agreement and Free Trade Agreement (FTA).
The framework for EU-Ukraine relations is changing. A Partnership and Cooperation Agreement
[19 KB] (PCA) has been in place since 1998. Recognising the need to enhance this relationship, negotiations on a new agreement began in 2007, and, following Ukraine's accession to WTO in early 2008, further negotiations were launched on an EU-Ukraine Free Trade Agreement (FTA).
At the EU-Ukraine Summit held on 9 September 2008, it was announced that a comprehensive Association Agreement will replace the PCA and include four primary areas of activity:
- political dialogue and foreign and security policy,
- justice, freedom and security issues,
- economic and sectoral cooperation,
- constructing a deep and comprehensive Free Trade Area.
Negotiations are ongoing.
DG Enterprise and Industry's main activities with Ukraine fall into two areas: free movement of goods and enterprise/SME policy.
Free movement of goods
Cooperation with Ukraine has been primarily in the field of technical regulations and standards. The aim is to open access to the Single Market for certain industrial goods produced in Ukraine and open access for EU manufacturers to Ukraine's market (i.e. to increase Ukraine's stake in the internal market). This would take the form of an Agreement on Conformity Assessment and Acceptance of Industrial Goods (ACAA). The ACAA would also form an important element of the planned FTA. Ukraine has identified electrical equipment, machinery and simple pressure vessels as its priority sectors. They are working on transposing EU legislation in these sectors.
Enterprise Policy
The EU-Ukraine ENP Action Plan foresees the establishment of an enterprise policy dialogue between the Commission and Ukraine, on the basis of the European Charter for Small Businesses (Charter).
In March 2009, European Commission Vice-President Verheugen launched an SME dialogue between the European Commission and Ukraine in order to implement an SME policy based on European principles. Dialogue takes place primarily with the Ministry of Economy and the State Committee for Regulatory Policy and Entrepreneurship (SCURPE).
The second meeting of the enterprise policy dialogue between Ukraine and the European Commission took place in Kyiv on 20 November 2009. The meeting covered mainly the implementation of the European Charter for Small Enterprises in Ukraine and the move to the Small Business Act (SBA). Furthermore, possible fields of cooperation within the framework of Eastern Partnership were discussed.
At the Eastern Partnership Platform 2 meeting in May 2010, it was agreed to integrate the exising dialogue with Ukraine in the field of SMEs in multirateral project on "SME policy performance assessment" conducted by DG Enterprise and Industry, the OECD, the EBRD and the European Training Foundation. This dialogue benefits from the dynamics and consistency of such a framework (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine).
