Consultation on establishing public procurement networks

In May 2008, the Commission launched an open public consultation seeking views on the aims, scope, activities and modalities of supporting thematic networks of public procurers in the lead market areas.

Such networks were foreseen in the Communication " A Lead Market Initiative for Europe " and subsequently endorsed by the Competitiveness Council of 29 May 2008. A consultation document pdf - 35 KB [35 KB] was made available to provide further background and set out particular proposals and considerations for comment. The consultation was launched on 23 May 2008 with a deadline for responses of 25 July 2008.
The purpose of the consultation was to inform the preparations of a call for proposals under the Competitiveness and Innovation Programme that was launched in Autumn 2008.

We have received 27 responses. The large majority (25) of these responses gave permission to being made publicly available.

Overall, the responses demonstrated a high level of support for the proposed networks as a way of supporting public procurers and making a strong impact on the lead market areas through raising the demand for innovations that meet existing and future public needs.
