Priority area: environment

The policy of DG Environment is to protect, preserve and improve the environment for present and future generations and to promote sustainable development, taking into account the diversity of situations found in the various regions of the Community.
The directives and the regulation concerned cover two main topics in protecting the environment: waste management and civil protection.
Scope
The following regulation and directives fall within the scope of the action programme on reducing administrative burdens:
Council Directive 96/82/EC on the control of major accident hazards involving dangerous substances (including: Directive 2003/105/EC of the European Parliament and of the Council of 16 December 2003 amending Council Directive 96/82/EC on the control of major accident hazards involving dangerous substances |
Directive 2000/53/EC of the European Parliament and of the Council of 18 September 2000 on end-of-life vehicles |
Waste Electrical and Electronic Equipment (WEEE) Directive 2002/96/EC |
Council Directive 96/61/EC of 24 September 1996 concerning integrated pollution prevention and control |
Regulation (EC) No 1013/2006 of the European Parliament and of the Council of 14 June 2006 on shipments of waste. |
Businesses affected by the legislation
The "dangerous substances" directive focuses on operators handling dangerous substances, i.e. new or existing establishments where dangerous substances are present in one or more installations. This does not include military establishments, shipments of dangerous substances, and ionising radiation. Industries where these kinds of installations occur are frequently oil, chemical, and pharmaceutical industries whose production plants operate using dangerous substances. |
The end-of-life directive focuses on two main groups:. producers, material and equipment manufacturers of vehicles and components of vehicles; and treatment facilities and producers/dealers/collectors acting on behalf of an authorised treatment facility . |
The WEE directive focuses on producers of electrical and electronic equipment and treatment facilities for waste electrical and electronic equipment. |
The IPPC directive focuses on energy, production, extraction, and agricultural industries, i.e. industrial activities related to the production and processing of metals and companies with chemical installations, installations for producing and processing of metals, asbestos, glass, melting mineral substances and ceramic products, installations for the disposal or recovery of hazardous waste, and installations for the incineration of municipal waste. |
The "shipments of waste" directive focuses on companies that intend to carry out or intend to have carried out shipments of waste and on waste treatment facilities carrying out disposal or interim recovery operations. |
Results for Module 1: mapping of information obligations (IOs)
stemming directly from EU legislation
The Consortium has identified 45 Information Obligations, including two possibilities, in the priority area of the environment.
The tables below show which IOs have been identified in the regulations and directives under review and how they have been prioritised (according to level of cost, complexity, and burden potential).
