Managing natural resources and biodiversity, observing the state of the oceans, monitoring the chemical composition of our atmosphere: all depend on accurate information delivered in time to make a difference. The European initiative for the Global Monitoring for Environment and Security (GMES) will provide data to help deal with a range of disparate issues including climate change and border surveillance. &#60;p&#62; In 2005, the EU made the strategic choice to develop an independent European space borne earth observation capacity to deliver services in the environmental and security fields, called Global Monitoring for Environment and Security (GMES).&#60;/p&#62;
&#60;p&#62;This capacity is designed in a way that is firmly rooted on existing capacities led by the European Space Agency (ESA), Eumetsat and individual countries, complemented by additional EU components to ensure its global dimension. Together these three activity strands are forming the GMES space capabilities. A Communication, adopted today by the European Commission, deals with the achievements and the next steps to bring GMES in a fully operational stage in the most cost efficient way. The European Union, year after year, is being hit by forest fires. This puts European citizens at risk and causes tremendous costs economically and to nature and wildlife. Therefore 55 partners, with support of the European Commission, have joined forces in a project for rapid mapping of places at risk via satellites (SAFER project). The European Commission has today published its third call for proposals for space under the Space Theme of the Seventh Framework Programme for Research (FP7), with a budget of EUR 114 million. The call supports research in the areas of space science and exploration (EUR 58 million) with a view to exploring neighbouring planets, and Earth observation (EUR 47 million) through the continued development of Europe&#39;s Global Monitoring system for Environment and Security (GMES). &#60;p&#62;The European Commission adopted the proposal of regulation for the GMES programme on 20th May 2009. The programme monitors the state of the environment on land, at sea and in the atmosphere to improve the security of the citizens in a world facing increased risks. This new investment from the EC brings GMES into an initial operational phase. It is the first concrete step towards the sustainability of the programme. Earth observation allows monitoring of the natural environment. It draws on both satellites and airborne, seaborne and ground-based installations. Data collected allows better management of the environment and enhances security for citizens. In order to complement the running activities funded through framework programme, the European Commission has decided to invest EUR  150 millions more with the objective to make GMES operational by 2014. Space applications like GMES are source of innovation. In the current economic downturn, investment in innovation is crucial. OECD tells that the world market for Earth Observation, worth $735 millions in 2007, has the potential to rise to around $3 billions in 2017. The Space Council of the 29th May &#38;quot;underlines the potential of space to develop enabling technologies and promote future economic growth in Europe. It considers including space applications among any further selection of new lead markets under the Commission&#39;s Lead Market Initiative&#38;quot;. No doubt, GMES will encourage industry in particular SMEs to develop innovative information services.&#60;/p&#62;

Kopernikus is the new name of the European Commission&#8217;s earth observation activities previously known as GMES (Global Monitoring for Environment and Security) so far. The name Kopernikus was announced by Commission Vice-President G&#252;nter Verheugen, today at a dedicated conference in Lille, organised in cooperation with the French presidency of the EU.
