Call for expression of interest: Participation in the development of a test protocol to measure Particle Number (PN) emissions on-board of light-duty vehicles for type approval using Portable Emissions Measurement Systems (PEMS)<br/>Sub-task: Evaluation of PEMS-PN instrumentation
The European Commission is currently developing a future type approval test procedure for assessing the real-driving emissions of light-duty vehicles (RDE-LDV). One of the possible candidate procedures is the use of portable emissions measurement systems (PEMS) during actual vehicle operation in real traffic conditions.
Complementary to the RDE-LDV procedure, the Commission Regulation implementing particle number (PN) emission limits for Euro 6 positive ignition vehicles, which was voted in the regulatory Committee TCMV on 19 December 2011, requires the European Commission to implement by 1 September 2017 a type approval test procedure assessing the real-driving PN emissions of positive ignition vehicles. Therefore, the European Commission has a strong interest to investigate whether PEMS could be used also for this purpose.
Call for stakeholder input:
On behalf of the European Commission, DG ENTR and the JRC request industry stakeholders, in particular manufacturers of instrumentation equipment, to communicate information about portable instrumentation that could be used for PN emission measurements on board of light-duty vehicles during a type approval test under real driving conditions.
The reference PN test procedure is the PMP test protocol defined in UNECE Regulation 83 for this purpose. It should, however, be noted that the portable instrumentation does not necessarily have to reproduce the PN emission values with the accuracy of laboratory equipment. The RDE-LDV type approval test procedure will be formulated according to the "not-to-exceed" principle, i.e. tested vehicles will have to comply with threshold limits corresponding to regulatory emission limits multiplied with compliance factors >1, which reflects inter alia uncertainties about the measurement procedure. Therefore, also PEMS equipment providing information that could be sufficiently well correlated with PMP emission values, but does not deliver strict quantitative information, should be considered for the purpose of this test procedure.
It would be desirable for the further evaluation if already portable prototype equipment is available for use in a vehicle. However, if this is unfeasible, also ideas about technical principles that could be developed towards a prototype within a reasonable time frame, possibly in collaboration of several stakeholders, are appreciated.
