Best practice in Member States to implement EU legislation in the least burdensome way

Almost of third of the administrative burden derived from EU legislation are in fact not caused by the requirements of the legislation as such, but primarily stem from inefficient national implimentation of the requirements.
The High Level Group on Reducing Administrative Burden adopted in November 2011 the report "Europe can do better: Report on best practice in Member States to implement EU legislation in the least burdensome way" . The report provides concrete examples of best practice proposed primarily by Member States themselves.
