In 2012 the Commission will propose a simplification of the formalities and conditions for registration of motor vehicles previously registered in one Member State. This initiative is also one of the actions set out in the EU Citizenship report 2010 that complements the Single Market Act of 2010.

Objective of the consultation
A public consultation has been launched to identify the main difficulties encountered by EU citizens. This consultation will provide insight into the views of citizens and other stakeholders on car registration issues and shape actions to remove yet another obstacle to the free movement of goods.
When buying a car in another Member State or transferring it to another Member State from where it was bought (e.g. when changing residence), EU citizens are frequently faced with cumbersome re-registration formalities and paperwork and, possibly, double payment of registration tax, because national laws on taxation upon registration of cars are not harmonised and applied in an uncoordinated manner.
This problem is also being facing by car rental companies when trying to move their fleets from one Member State to another depending on the seasonal variation demand.
The diversity of rules and the various conflicting requirements for motor vehicles registered across the European Union constitute a major impediment for cross-border transfers of vehicles which have already been registered in one Member State.
In this context DG "Enterprise and Industry" of the European Commission is looking for the input of all relevant stakeholders, citizens and public organisation in order to assess how the simplification of the registration procedure for vehicles previously registered in another Member State can be enhanced.

Furthermore, a conference was organized on 21 June 2011, in the aftermath of the public consultation. The Conference aimed at presenting preliminary results of the public consultation and providing a forum for debate and exchange of information especially between concerned national authorities in the Member States.
The European Commission has identified the re-launch of the single market as one of the strategic initiatives in its work programme for 2010. This initiative follows the call made by President Barroso in his Political Guidelines of September 2009 for a major analysis of the "missing links" in the internal market, and for a plan to bring forward a major package of measures to re-launch the single market in time for the 20th anniversary of the 1992 project.
In his report on a New Strategy for the Single Market of 10 May 2010, Professor Monti pleaded for a single market for car drivers. Also the Citizenship report 2010 that complements the Single Market Act has identified this problem as one of the main obstacles that citizens are encountering in their day-to-day lives.
At the moment, most problems related to the obligation to register motor vehicles previously registered in another Member State are examined in the light of the provisions of the TFEU.
Against this background and in response to the political priority given to the re-launch of the single market, appropriate ways and means have to be explored to simplify the formalities and condition for the registration of car previously registered in another Member State. The purpose of this initiative is to assess to which extent this can be done with a view to contributing at sectoral level to the new strategy for the single market.
