The eEurope 2002 Action Plan was endorsed by EU Member States at the Feira European Council in June 2000. The Action Plan's objective three "Stimulate the use of the Internet" includes an action to encourage SMEs to ‘go digital’. The Plan1 identifies small and mediumsized enterprises (SMEs) as critically important to efforts to bring about eEurope, and sets specific targets to prepare them for its advent. The objective is to:
“encourage SMEs to 'Go Digital' through co-ordinated networking activities for the exchange of knowledge on best practices, e-commerce readiness and benchmarking, ‘reference centres’ could help SMEs to introduce e-commerce into their business strategies”.
