On 21 February, the European Parliament approved two legislative proposals for the marketing of products which will contribute to ensuring the free movement of goods whilst at the same guaranteeing a high level of safety and protection for consumers and users of products placed on the EU market. The two proposals encompass a whole range of measures in order to ensure the safety of products which takes on board a number of elements, namely safety requirements as set out in product safety legislation, the quality of the manufacturer, the quality of controls and testing, CE marking, and last but not least the quality of market surveillance by public authorities. The toys recalls which occurred last summer triggered major discussions in the media and subsequently in the European Parliament as to the safety of consumers’ products. As a result questions were raised as to whether consumers actually receive the information necessary to make an informed choice. In particular, the idea was discussed as to whether consumers might benefit from an additional consumer safety mark which could provide additional information. The Commission makes the safety of products a top priority and is, in this context, now undertaking a survey on the issue of potential benefits and drawbacks of a consumer safety mark.
