Simplified rules apply to calls for tenders valued between €15,000 and €140,000. In such cases, the European Commission can invite a restricted number of candidates to tender.

Feasibility study on the establishment of Ecodesign for Sustainable Products Regulation (ESPR) digital product passport (DPP) registry.

Article 12 ESPR foresees that ‘the Commission shall set up and maintain a registry storing information included in the product passports’. The study should start from analyzing the needs established in the legislation in order to identify the ideal solution for the registry. The solution envisaged should include the technical architecture (IT system), the operational procedures, the governance of the registry and future updates. Once the ideal solution is identify, the study should analyze and compare similar registries existing at EU level (e.g. ICSMS) identifying if any of the existing solutions could be used also as DPP registry and, in that case, which changes should be done to make that possible.

Technical/IT support on the formulation of tools for the calculation of the carbon footprint of batteries

The purpose of this contract is to provide an online tool to calculate the life cycle carbon footprint of electric vehicle batteries, industrial batteries (> 2kWh) and light means of transport batteries according to calculation rules to be developed by the Commission. The contracted services include: (1) development provision of the online tool in accordance to the Dual Pillar Approach (see Section 1.3), (2) operation and maintenance of the tool during a 6 years period according to the proposed Service License Agreement (SLA), (3) development of an online training package on the use of the tool and online support to the users during a 6 years period, (4) monitoring of the users during a 6 years period, and (5) hosting of the IT tool according to the proposed solution for the entire duration of the contract, when agreed with Commission services (e.g. a Cloud solution may be stored in a public cloud provider listed in the existing framework contracts covering cloud technology in the European Commission , a reusable EC software will be hosted by the EC, etc.).

The Regulation lays down various procedures for the conformity assessment and, in all cases, the first step is to elaborate the corresponding technical documentation. The study will contribute in drafting a proposal for a guidance document for the elaboration of an adequate technical documentation under Regulation (EU) 2019/1009 on EU fertilising products. The Guidance document is meant to support both manufacturers drafting the technical documentation and other entities involved in the implementation of the Regulation (in particular, notified bodies and market surveillance authorities).

  • Sufficient economic and financial capacity to guarantee continuous and satisfactory performance throughout the envisaged lifetime of the contract;
  • Demonstrated experience of at least 4 projects (finalised with a report) completed in the last five years;

Organisation of the (third) ERGP Stakeholder Forum (two similar events were successfully organised before the Pandemic). Study on compulsory licensing in the field of intellectual property rights

The study’s expected result is to assist the Commission in the preparation of an impact assessment regarding possible legislative initiatives that could improve the coherence and effectiveness of IP compulsory licensing in the EU. Notably, the study should contribute to the problem definition and assessing the impact of a number of policy options, refining them as necessary. Emphasis should be placed on the compulsory licensing procedures applicable in public emergencies, considering both health-related and other crises (e.g. energy-related or environmental crises).

The study should focus, but not limit itself to health-related technologies, such as medicines and vaccines.

The identification of possible policy options should be done in agreement and in cooperation with the Commission services. Furthermore, the study will evaluate the impact of the options, providing robust evidence-based assessment of the impacts for concerned economic actors, including cost/benefit analyses.

Study on the definition and development of a system to collect and analyse sectoral data related to non-food products, for one of the product sectors covered by Regulation 2019/1020

The objective of this negotiated procedure for middle value contract is to gain market intelligence for one of the sectors covered by Regulation 2019/1020, under the form of quantitative data collection. The goal is to be able to prioritise the actions of EU Market Surveillance Authorities, in order to perform efficient and effective product market surveillance actions. To achieve this objective, the setup of a dynamic system to collect, analyse and report relevant sectoral data is indispensable.

  • Average yearly turnover for the last two years for which the accounts have been closed shall amount to at least one time the volume of the market.
  • Experience in the field of new technologies and e-commerce, as well as in data collection, statistical analyses, drafting reports and recommendations.
  • Capacity to work in English.

Study on Key Performance Indicators for the Chemicals Strategy for Sustainability

The Commission’s European Green Deal sets a high ambition for zero pollution leading to a toxic-free environment. One of the first deliverables is the Chemicals Strategy for Sustainability adopted on 14 October 2020. The objectives of the strategy are to achieve a higher level of protection of citizens and of the environment against hazardous chemicals. It is also aims to foster innovation for the development of safe and sustainable alternatives and to promote the EU industry as a global frontrunner in the chemicals production and use. The study will ‘contribute to the establishment of Key Performance Indicators (KPI) to measure the industrial transition to safe and sustainable chemicals under the action Safe and Sustainable by design of the Chemicals strategy for sustainability.

Economic impact assessment on Standard Essential Patents

In its IP Action Plan 2020 the Commission called for a clearer and more predictable framework for Standard Essential Patents (SEPs). The plan highlighted that while currently, the biggest disputes seem to occur in the automotive sector, they may occur more in other sectors in the future, as the licensing of SEPs covers significant sectors such as health, energy, smart manufacturing, digital and electronics ecosystems. The action plan also stated that the Commission will consider reforms to further clarify and improve the framework for the declaration, licensing and enforcement of SEPs, taking into account the experience with the guidance provided in the 2017 communication and discussions with relevant stakeholders.

The aim of this study is to support the Commission by providing relevant economic analysis necessary for an impact assessment concerning the potential reform of the framework for valuation and licensing of SEPs. The contractor should develop at least 3 case studies illustrating the costs and impacts of 4 policy options.

The contractor must work based on the better regulation guidelines (currently under revision), in particular tools 59 and 60. The contractor should also prepare an analysis under the 'one-in-one-out' methodology, which will be published shortly.

The contractor may use various sources of information, including studies, databases, surveys and interviews. The contracting authority may assist the contractor in the information gathering, including through targeted surveys.

The purpose of this contract is to assist the Commission with the evaluation of the current Euro 6/VI vehicle emission standards through the single delivery of detailed monitoring data on the number of vehicle sales within the first month of the contract.

The contractor shall classify the data by Member State (including the UK), by vehicle type (cars/vans/lorries/buses), by fuel type and by the respective stages of the Euro 6/VI standards (i.e. a/b/c/d-temp/d for cars and vans; and A/B/C/D/E for lorries and buses). The data shall cover the period 2014-2020 for cars and vans; and 2013-2020 for lorries and buses. In addition, the contractor shall provide a comprehensive report describing the datasets and applied methodology.

Preparation of TED public procurement data 2019-2020 for EU reporting under the WTO Government Procurement Agreement –(GRO/IMA/20/1134/11348)

The purpose of this contract is to assist the Commission in formatting and preparing for reporting under the World Trade Organization Government Procurement Agreement (GPA) the Tenders Electronic Daily (TED) datasets of the years 2019 and 2020.

Taking into consideration the methodology applied in the preparation of earlier datasets, the contractor shall clean the TED 2019 and 2020 data for types of purchase as well as for outliers, classify the procuring entities into GPA annexes, verify the GPA coverage of contracts, impute missing values, and generate summary tables.

Guide for public buyers on the access rights of foreign operators to public procurement in the EU

A service contract to help the European Commission to develop an online user-friendly guide in the form of an IT tool allowing each public buyer in the European Union to easily and precisely identify when, under Union law, they are obliged to grant access to specific procurement procedures for works, supplies, services and economic operators of third countries that are signatories to the relevant international agreements, such as the Agreement on the Government Procurement of the WTO and bilateral or regional Free Trade Agreements (FTAs) with the Union.

While the actual IT tool will be built in-house by the Commission services, the service contract will have two main components:

  • a legal analysis to identify the precise coverage of the EU’s commitments vis-à-vis each Party to the GPA and, as a second step, by the FTAs concluded by the Union with other third countries; and help building a database that would feed into the IT tool;
  • a technical analysis to 1) define and design the Database schema definition to support the IT tool; 2) define the logic and the functional requirements of the IT tool.

Sustainable Built Environment exhibition in EXPO 2020 Dubai

1. Organise a small scale closed competition for architectural and/or engineering students/young professionals. The contractor will invite contestants and brief them with guidelines based on the directions given in section 1.2.

2. Adjust the winning proposal so it is feasible, technically and budget-wise. Based on the final design, agreed upon with the Commission, the contractor will manufacture the exhibition and deliver it to EXPO 2020 Dubai, to be exhibited in the period January-February 2020.

The CEOS Chair develops the Secretariat meeting agenda, provides it to participants for comment, and distributes meeting minutes.
