Grants' Work Programme 2009

I. Objective of the General Publicity

The purpose of this publication is to inform the public about the main lines of the grants Work Programme 2009 of the Enterprise and Industry Directorate General. The submission of proposals is not possible at this stage: each action described in the list of planned actions (see point III) will be the subject of a specific call for proposals. The list of ad hoc grants is given for reasons of transparency and will not be the object of any specific call for proposals.

II. Context: the Mission of the Enterprise and Industry Directorate General

Enterprise and Industry DG works to ensure that EU policies contribute to the sustainable competitiveness of EU enterprises and facilitate job creation and sustainable economic growth. It plays a major role in implementing the Lisbon strategy for growth and jobs. We pay particular attention to the needs of manufacturing industry, tourism, and small and medium sized enterprises, managing programmes to encourage entrepreneurship and innovation and ensuring that Community legislation takes proper account of their concerns.

This grants annual programme revolves around the Objectives of the Enterprise and Industry Directorate General's Annual Management Plan.

In order to reach these Objectives the following activities, from which the grant programme is derived, are to be carried out:

  1. Competitiveness, industrial policy, innovation and entrepreneurship

The activities of Enterprise and Industry DG in this area are designed to assist the ongoing adjustment of Community industry to industrial change in an open and competitive market, improving its competitiveness in the face of global competition and stimulating entrepreneurship to ensure a steady supply of new entrants into business.

  1. Internal market for goods and sectoral policies

This activity covers measures designed to ensure the smooth operation of the internal market (either through horizontal measures or through actions which focus on particular economic sectors such as automotive or chemicals).

  1. Space and Security

The aims of the actions carried out in the area of space are as follows:

  • to move to coordinated Space activities at EU and international level, so that the competitiveness of the sector is enhanced;
  • to bring the Global Monitoring for the Environment and Security services into operation;
  • to strengthen the technological base of the space industry through actions carried out under the 7th Framework Programme for research and technological development;
  • to increase the technological basis for security in Europe so that higher security levels are possible.

 

III. List of planned actions

1. Competitiveness, industrial policy, innovation and entrepreneurship

ENT/CIP/09/C/N01S003 - Europe INNOVA Sustainability of Novel European Innovation Support Tools: Development and testing of better services in support of Innovation Management II

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Beneficiaries: no specific definition; target group innovation management consultants
  • Objectives: The project shall secure the further maintenance and development of the IMP³rove platform and related services and to promote their widest possible use by public innovation support providers and private innovation management consultancies. This should result in improving the quality of innovation management consulting in Europe and lower the consultancy costs for innovative SMEs. The beneficiary should put an effective structure in place that will ensure further maintenance and development of the IMP³rove on-line platform on a self sustainable basis. Furthermore, the beneficiary should establish a strong network of intermediaries, consultants, financial actors and policy makers willing to promote and practically implement a holistic approach to innovation management based on the tools developed and offered by the project.
  • Scheduled date for the call for proposals: This call was published in June 2009.
  • Indicative total budget: Up to 65% of eligible costs, subject to a maximum total Community contribution of € 2,000,000.
  • Expected results: To foster all forms of innovation - technological and non-technological.

ENT/CIP/09/F/S01C00 - Development of a database on the pricing of medicinal products in the EU

  • Legal basis: Article 10 of the "transparency" Directive (Council Directive 89/105/EEC of 21 December 1988 OJ L 40, 11.2.1989)).
  • Beneficiaries: National authorities competent in the pharmaceutical field.
  • Objectives: It will have two main objectives: Firstly, public access to national price lists is hampered by language barriers and by the absence of a common pricing structure. Secondly, the frequency with which prices are adjusted varies considerably between the Member States. The aim is therefore to ensure the permanent availability of precise and recent data on price levels.
  • Scheduled date for the call for proposals: March 2009.
  • Indicative total budget: Up to 90% of eligible costs, subject to a maximum Community contribution of €150 000.
  • Expected results: A fully operating database ensuring permanent availability of precise and recent data on price levels, helping to harmonise methods for the pricing and reimbursement of pharmaceutical medicinal products in the Member States.

Europe INNOVA Innovation Platforms for transnational cluster co-operation, knowledge-intensive services, eco-innovation and the promotion of novel tools and service concepts for innovation support

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Beneficiaries: Cluster organisations
  • Objectives: Europe INNOVA is oriented towards the development and testing of new practical innovation support services for SMEs, notably start-ups, delivered in the field by platforms of public-private partnerships between European innovation professionals in view of their wider application, e.g. by the Enterprise Europe Network. The overall objective is to accelerate innovation processes and thus to facilitate the commercialisation of innovative products and services. The initiative therefore supports the Lead Market Initiative by invigorating the entrepreneurial innovativeness through a catalysis between supply and improved demand factors, that unleashes the innovation dynamics in the lead market areas.
  • Scheduled date for the call for proposals: This call is already published end 2008.
  • Indicative total budget: Up to 65% of eligible costs for Euro Sectoral Partnerships and 95% of eligible costs for horizontal activities, subject to a maximum total Community contribution of € 26,500,000.
  • Expected results: To foster all forms of innovation - technological and non-technological.

ENT/CIP/09/C/N02S00

PRO INNO Europe: Fostering trans-national cooperation on support for innovation

  • Legal basis: European Parliament and Council Decision No. 1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Beneficiaries: Public and private organisations.
  • Objectives: PRO INNO Europe contributes to closer cooperation between innovation policy makers and public support organisations at different levels with a view to contributing to the development of new and better innovation policies in Europe. These policy learning and development actions are complemented by Europe INNOVA actions which are oriented towards the development and testing of new practical innovation support services for SMEs delivered by platforms of public-private partnerships between European innovation professionals.
  • Scheduled date for the call for proposals: This call is already published end 2008.
  • Indicative total budget: Up to 50% of eligible costs for INNO-Actions and 95% of eligible costs for INNO-Nets, subject to a maximum total Community contribution of € 15,500,000.
  • Expected results :The proposed PRO INNO Europe® actions will bring together public actors responsible for innovation with a view to fostering trans-national cooperation on support for innovation through different instruments.

Public Procurement Networks in support of the Lead Market Initiative

  • Legal basis : European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Beneficiaries : Public procurers (state, regional or local authorities and bodies governed by public law as defined as contracting authorities by 2004/18/EC Directive).
  • Objectives : The main objective is to provide support for the establishment of a number of thematic public procurement networks in the Lead Market areas. The networks should allow for the exchange of information and mutual learning on procurement strategies and practices, including on technical specifications, award criteria and the use of standards, risk management and implementation of contracts.
  • Scheduled date for the call for proposals : This call is already published end 2008.
  • Indicative total budget: Up to 95% of eligible costs, subject to a maximum total Community contribution of €3,000,000.
  • Expected results : The measure should allow public procurers to improve their knowledge of innovative products and services (available or being developed) through a better coordinated technical dialogue with industry and potential suppliers in the lead market areas, as well as to indicate future innovative procurement opportunities.

Enterprise Europe Network: Matchmaking events

  • Legal basis : European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Beneficiaries : Members of the Enterprise Europe Network.
  • Objectives : The aim of the project is to promote and support advanced business cooperation activities focusing on matching partners to facilitate business, technology and research agreements. These activities are implemented with the involvement and in support of the work of the Enterprise Europe Network partners in the sectors of environment, energy and lead markets.
  • Scheduled date for the call for proposals : End 2008, the call for proposals for this action will be launched by the Executive Agency for Competitiveness and Innovation EACI, http://ec.europa.eu/energy/intelligent/contact/index_en.htm
  • Indicative total budget: Up to 50% of eligible costs, subject to a maximum Community contribution of €6 000 000.
  • Expected results:
    • High quality brokerage events resulting in a high number of partnership agreements, thus increasing the turnover of companies;
    • Increased readiness of SMEs to go international;
    • Increased knowledge of Enterprise Europe Network partners of specific sectors such as environmental and energy technologies, industries and services as well as areas from the Lead markets;
    • Mainstreaming of tools developed by former networks into the Enterprise Europe Network to achieve higher impact from matchmaking / brokerage events.

ENT/CIP/09/B/N02S001

Services for SMEs in the field of environment through the Enterprise Europe Network

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Beneficiaries: Members of the Enterprise Europe Network.
  • Objectives: The objective of the project is to ensure that services are provided to help SMEs turn environmental challenges into economic opportunities. This will be achieved without duplicating activities of other European, national and regional programmes in the field of environment. Instead available expertise and results will be identified, marketed and disseminated EU-wide, through the Enterprise Europe Network, in order to maximise the uptake by SMEs.
  • Scheduled date for the call for proposals: First quarter of 2009, the call for proposals for this action will be launched by the Executive Agency for Competitiveness and Innovation EACI, http://ec.europa.eu/energy/intelligent/contact/index_en.htm.
  • Indicative total budget:
  • Up to 80% of eligible costs, subject to a maximum Community contribution of € 5 000 000.
  • Expected results:
    • improved access of SMEs to environment-related second level services, workshops;
    • the uptake of the promoted tools by Environment consultants;
    • increased cooperation among local organisations;
    • increased knowledge of Enterprise Europe Network staff by receiving first level service training;
    • resource savings by SMEs as a result of the outcome of the action.

ENT/CIP/09/B/N06S001

Networks for the competitiveness and sustainability of European tourism

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Beneficiaries: Public and/or private organisations.
  • Objectives: Support for initiatives of public and/or private bodies, or their networks, to contribute to enhancing the sustainability and competitiveness of European tourism, especially for small and micro enterprises, while allowing for wider economic, social and environmental benefits to be gained.
  • Scheduled date for the call for proposals: First quarter of 2009.
  • Indicative total budget: Up to 75% of eligible costs, subject to a maximum Community contribution of 800 000 €.
  • Expected results: The action aims at supporting networks of destinations at local and regional level so as to create a favourable framework for tourism sustainability, to improve the cooperation on sustainability issues through tourism networks, to increase the level of awareness of enterprises, in particular SMEs, about good practices, and to foster sustainability-driven innovation in the tourism sector.

Implementation of satellite accounts for cooperatives and mutuals

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Beneficiaries: National statistical offices.
  • Objectives: The Commission has developed a manual for the establishment of satellite accounts for cooperatives and mutuals. The development of such satellite accounts is the responsibility of national statistical offices. In order to promote the devel opment of such accounts, a pilot project should be conducted. It will fund feasibility studies, the establishment of satellite accounts, the update of existing satellite accounts or transnational co-operation and exchange of experience and good practice.
  • Scheduled date for the call for proposals: 1st quarter 2009
  • Indicative total budget: Up to 95% of eligible costs, subject to a maximum Community contribution of €250 000.
  • Expected results: Satellite accounts exist in the statistical offices benefitting from financial support; possibly similar activities developed in other statistical offices on the basis of the experience gathered in the pilot projects.

Eco-innovation first application and market replication projects

  • Objectives:
    • promoting the adoption of new and integrated approaches to eco-innovation in fields such as environmental management and the environmentally friendly design of products, processes and services.
    • encourage the uptake of environmental technologies by increasing the market uptake and by the removing the barriers to market penetration.
    • increasing innovation capacities of SMEs.
  • Scheduled date for the call for proposals: 1st quarter 2009.
  • Indicative total budget: Up to 50% of eligible costs, subject to a maximum Community contribution of 26 850 000 €.

ENT/CIP/09/E/N02S001

Entrepreneurial culture of young people - Entrepreneurship education

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013)
  • Beneficiaries: Any public or private entity with the relevant experience.
  • Objectives: Promote winning ideas in the field of education and training for entrepreneurship, as part of the implementation of the SBA (Principle 1) and of the Oslo Agenda for Entrepreneurship Education in Europe.
  • Scheduled date for the call for proposals: 1st quarter 2009.
  • Indicative total budget: Up to 60% (strand 1) and 50% (strand 2) of eligible costs, subject to a maximum Community contribution of 2 800 000 €.
  • Expected results: Selected projects should have a significant impact in creating new models and examples that can be widely replicated. The action will contribute to: improving the attractiveness of entrepreneurship as a career choice; increasing the number of pa rticipants to entrepreneurship education in schools and universities; foster creativity and innovation in education and training.

ENT/CIP/09/E/N03S002

National platforms for the promotion of CSR

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Objectives: The overall objective of the proposed measure is to increase the uptake of CSR amongst European enterprises, especially SMEs, in support of the Growth and Jobs Strategy and sustainable development. To achieve this, the Commission will co-finance collaborative platforms for the promotion of CSR at national level.
  • Scheduled date for the call for proposals: 1st quarter 2009.
  • Indicative total budget: Up to 75% of eligible costs, subject to a maximum Community contribution of 2 425 000 €.
  • Expected results: Encouraging enterprises to develop their Corporate Social Responsibility (CSR) is part of the Integrated Guidelines for Growth and Jobs. The overall objective of the proposed measure is to increase the uptake of CSR amongst European enterprises, in support of the Growth and Jobs Strategy and sustainable development.

SME access to public procurement

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013)
  • Beneficiaries: Members of the Enterprise Europe Network.
  • Objectives: Organise seminars and training sessions aiming at increasing the technical expertise of SMEs in participating in public procurement procedures. Sector specific events bringing together SMEs and public buyers could also be envisaged as well as other promotional activities.
  • Scheduled date for the call for proposals: 1st quarter 2009.
  • Indicative total budget: Up to 60% of eligible costs, subject to a maximum Community contribution of 1 500 000 €.
  • Expected results: In view of promoting a level playing field for all companies wishing to participate in public procurement procedures, strengthening innovation and the competitiveness of European enterprises, this measure aims at:
    • compensating the lack of technical capacities in SMEs to participate in public procurement procedures;
    • promoting SMEs friendly procurement techniques.

Enterprise Europe Network: EU Network of female entrepreneur ambassadors

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013)
  • Beneficiaries: Members of the Enterprise Europe Network (EEN)
  • Objectives:
    • Identification of activities targeting female would-be entrepreneurs in each country;
    • Identification and selection of female entrepreneurship ambassadors to establish a network of good geographical coverage throughout Europe;
    • identification and implementation of activities to assist the ambassadors;
    • Implementation of female entrepreneurship ambassador activities and networking at national and European level.
  • Scheduled date for the call for proposals: 1st quarter 2009, the call for proposals for this action will be launched by the Executive Agency for Competitiveness and Innovation EACI, http://ec.europa.eu/energy/intelligent/contact/index_en.htm
  • Indicative total budget: Up to 50% of eligible costs, subject to a maximum Community contribution of 1 000 000 €.
  • Expected results: In at least 15 countries a national network of an average of 10 female entrepreneurship ambassadors will be set up that is administered by a national EEN consortium per country. All national networks together constitute the EU Network of female entrepreneurship ambassadors. The female entrepreneurship ambassador activities and networking at national and European level should bring about significant campaigning to inspire girls and women to set-up an own businesses and become entrepreneur. It should also create role models helping to raise their confidence and self-belief in setting up and creating a successful business.

Enterprise Europe Network: SME panels - Communication with SMEs

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Beneficiaries: Members of the Enterprise Europe Network
  • Objectives:
    • get the opinion of SMEs on forthcoming policies and legislations in relation with SME relevant priority areas in the CLWP;
    • enhance the communication channel between SMEs, Enterprise Europe Network partners and the Commission;
    • provide feedback to SMEs on the outcome of the exercise;
    • use and further develop good practices of the pilot phase.
  • Scheduled date for the call for proposals: End 2008, the call for proposals for this action will be launched by the Executive Agency for Competitiveness and Innovation EACI, http://ec.europa.eu/energy/intelligent/contact/index_en.htm
  • Indicative total budget: 2 000 000 €
  • Expected results: The aim of the action is getting the views and feedback of SMEs via the Enterprise Europe Network on forthcoming policies and legislation.

2. Internal market for goods and sectoral policies

Action ENT/IMA/1.1.10.3.7. Studies/network/meetings and conferences in the context of the pricing and reimbursement of pharmaceutical products in the EU

  • Legal basis: Article 10 of the "transparency" Directive (Council Directive 89/105/EEC of 21 December 1988 (OJ L 40, 11.2.1989)).
  • Beneficiary: A consortium consisting of:
    • Gesundheit Österreich GmbH (GOG) - ÖBIG (AT)
    • Escuela Andaluza de Salud Pública (ES)
    • LSE Health (UK)
  • Objectives: To analyse the various systems for the pricing and reimbursement of pharmaceutical products, organise meetings and conferences in this context and create a network between the various competent national authorities in these fields.
  • Scheduled date for the call for proposals: Call for proposals closed in April 2008
  • Indicative total budget: Up to 90% of eligible costs, subject to a maximum Community contribution of €200 000
  • Expected results: Harmonisation and improvement of methods for the pricing and reimbursement of pharmaceutical medicinal products in the Member States; improvement in the time required for placing on the market and avoidance of an increase in budget deficits while ensuring access to pharmaceutical products for all EU citizens.

Action ENT/ERA/ 3.1.1.

Erasmus for Young Entrepreneurs

  • Legal basis: Preparatory action within the meaning of Article 49(6)(b) of Council Regulation (EC, Euratom) No. 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (OJ L 248, 16.9.2002, p.1)
  • Beneficiaries: Bodies in the Member States active in supporting enterprises and organising, on the basis of a grant agreement, mobility for new and potential entrepreneurs towards existing entrepreneurs in another Member State.
  • Objectives: To facilitate mobility for new and potential entrepreneurs in order to increase entrepreneurship, internationalisation and the competitiveness of enterprises recently founded or due to be founded in the European Union.
  • Scheduled date for the call for proposals: May 2009
  • Indicative total budget: EUR 4 100 000; up to 90% of eligible costs, subject to a maximum Community contribution of EUR 140 000 per European partnership of support bodies and up to EUR 500 000 for the coordinating body.
  • Expected results: Organisation of approximately 1 200 mobility actions for potential or new entrepreneurs with existing entrepreneurs, in order to encourage the exchange of experience, strengthen the development and exploitation of entrepreneurial ideas and create networks of new entrepreneurs.

Action ENT/TOU/5.1.1.

European tourist destinations of excellence

  • Legal basis: Preparatory action within the meaning of Article 49(6)(b) of Council Regulation (EC, Euratom) No. 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (OJ L 248, 16.9.2002, p.1).
  • Beneficiaries: Applications should be submitted by Member States' national administrations in charge of tourism. If responsibility for the tourism sector is decentralised, then the proposal may be submitted by the competent regional administration. National tourist offices or other public bodies in charge of tourism may submit applications, provided that the competent national administration gives its consent in writing. Applicants may use any competent technical body as partner organisations. Candidate countries and EFTA/EEA countries are welcome to participate in the present call for proposals under the same conditions as the Member States, but no grants will be awarded to any candidate country in the framework of this preparatory action.
  • Objectives: To draw attention to the value, diversity and shared characteristics of European tourist destinations and to promote destinations where the economic growth objective is pursued in such a way as to ensure the social, cultural and environmental sustainability of tourism.
  • Scheduled date for the call for proposals: February 2009
  • Indicative total budget: €1 000 000. The proposed grant will cover up to 75% of the cost of national selection procedures (maximum €52 000 per project).
  • Expected results: Selection of up to 34 destinations of excellence, one for each Member State, plus one destination for each candidate country and EFTA/EEA countries which has decided to participate in the pilot project. All selected destinations will be announced at a European-level event. The specific results of the preparatory action will be to: - enhance the visibility of the European tourist destinations; - create awareness of the quality and diversity of Europe's tourist destinations; - promote European countries and regions; - create a platform for the exchange of good practices at European level; - promote networking between award-winning destinations, and motivate other destinations to adopt sustainable tourist development models.

3. Space and Security

ACTION ENT/FP7/THEME 9 "SPACE"

  • Legal basis: The Seventh Framework Programme adopted by Decision No. 1982/2006/EC of the European Parliament and of the Council of 18 December 2006 concerning the Seventh Framework Programme of the European Community for research, technological development and demonstrations activities (2007-2013).
  • Beneficiaries: see Rules for Participation.
  • Objectives: The objective of the FP7 space work programme is to support a European Space Policy focusing on applications such as GMES (Global Monitoring for Environment and Security), with benefits for citizens, but also other space foundation areas for the competitiveness of the European space industry. This will contribute to fulfil the overall objectives of the European Space Policy, complementing efforts of Member States and of other key players, including the European Space Agency.

  • Expected results: Strengthened technological base of the space industry through research and technological development actions.

ACTION ENT/FP7/THEME 10 "SECURITY"

  • Legal basis: The Seventh Framework Programme adopted by Decision No. 1982/2006/EC of the European Parliament and of the Council of 18 December 2006 concerning the Seventh Framework Programme of the European Community for research, technological development and demonstrations activities (2007-2013).
  • Beneficiaries: see Rules for Participation.
  • Objectives: To develop the technologies and knowledge for building capabilities needed to ensure the security of citizens from threats such as acts of terrorism and (organized) crime, natural disasters and industrial accidents while respecting fundamental human rights including privacy; to ensure optimal and concerted use of available and evolving technologies to the benefit of civil European security; to stimulate the cooperation of providers and users for civil security solutions; to improve the competitiveness of the European security industry and to deliver mission-oriented results to reduce security gaps.

IV. Ad Hoc Grants

In 2009, DG Enterprise and Industry plans to earmark a portion of the budget for ad hoc proposals. Nevertheless, the actions are only indicative and do not represent a formal commitment on the part of the Commission.

Competitiveness, industrial policy, innovation and entrepreneurship

ENT/CIP/09/F/S03C00

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013)
  • Potential Beneficiaries: National Administrations of the respective EU Presidencies.
  • Objectives: These events will aim at promoting European policy related to the Lisbon agenda with a special focus on SMEs, resulting in raised awareness as regards EU competitiveness and innovation policy.
  • Indicative total budget: € 400 000 with a maximum co-financing of 80% of the total eligible costs.
  • Expected result: Conferences, meetings, workshops and expert groups in cooperation with national administrations will be organized, prepared and supported.
  • Justification: Bodies with a de facto monopoly, (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

Promotion of craft and SMEs in the standardisation area

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013)
  • Beneficiary: NORMAPME aisbl.
  • Objectives: An ad-hoc grant will be awarded to NORMAPME in order to promote craft & SMEs by various specific actions which require a high level of expertise in two distinct fields: standardisation and crafts and SMEs needs.
  • Indicative total budget: 2,100,000 € with a maximum co-financing of 95% of the total eligible costs.
  • Justification: Only NORMAPME is able to carry out these specialized activities having the required expertise and technical competency in the standardisation area as well as in the craft and SMEs area. (Article 168.1.f of the Implementing Rules of the Financial Regulation).

ENT/CIP/09/B/N05S00

Annual conference of the Enterprise Europe Network

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Beneficiary: The Swedish government or its representative.
  • Objectives: The objective is to animate and govern the Enterprise Europe Network and to ensure its operation. This will ensure the European dimension and help the Network to provide its services in an efficient and effective manner and a t the highest quality possible.
  • Indicative total budget: € 450 000 with a maximum co-financing of 80% of the total eligible costs. The grant agreement will be managed by the EACI.
  • Expected result: Better governance of the network; enhance the dissemination of good practices; increase the network effect.
  • Justification: Bodies with a de facto monopoly (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

ENT/CIP/09/C/N01S004

Europe INNOVA: Accelerating innovation through public-private partnerships

  • Legal basis: European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).
  • Beneficiary: European Patent Office (EPO).
  • Objectives: The objective of the action is to maintain and further develop the teaching modules and information material developed by ip4inno. Only the European Patent Office as the current lead contractor can ensure the further maintenance and update of these modules p rovided that it achieves an agreement with other consortium members on the intellectual property rights.
  • Indicative total budget: € 500 000 with a maximum co-financing of 75% of the total eligible costs.
  • Expected result: Taken into account the high professional expertise of EPO in the field of IP and that the ip4inno modules build upon best available practice in Europe, this approach combines at the same time high proficiency with the expectation that the modules will be further developed and maintained over time.
  • Justification: Bodies with a de facto monopoly (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

Internal market for goods and sectoral policies

Action ENT/IMA/1.1.3.1.

European Pharmacopoeia

  • Legal basis: Article 1 of Council Decision 94/358/EC of 16 June 1994 accepting, on behalf of the European Community, the Convention on the elaboration of a European Pharmacopoeia (OJ L 158, 25.06.1994, p. 17).
  • Beneficiary: Council of Europe.
  • Objectives: Elaboration of a European Pharmacopoeia aiming to harmonise specifications for medicinal products and pharmaceutical preparations to enable them to circulate in Europe. Support for biological standardisation activities in the field of batch controls of medicinal products.
  • Indicative total budget: Up to 66.67% of eligible costs, subject to a maximum Community contribution of €1 050 000.
  • Expected result: To help improve the circulation of medicinal products in Europe and to enhance mutual recognition of controls between Member States.
  • Justification: Beneficiary with a de jure monopoly, in accordance with the legal basis (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

European technical approval guidelines in the context of the Construction Products Directive

  • Legal bases: Articles 8 to 11 of and Annex II to Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of the Member States relating to construction products (OJ L 40, 11.2.1989, p. 12) and Sole Article of Commission Decision 94/23/EC of 17 January 1994 on common procedural rules for European technical approval (OJ L 17, 20.01.1994, p. 34).
  • Beneficiary: EOTA (European Organisation for Technical Approvals).
  • Objectives: Council Directive 89/106/EEC provides for the issuing of remits for the drawing up of "European technical approval guidelines".
  • Indicative total budget: Up to 25% of eligible costs, subject to a maximum Community contribution of €300 000.
  • Expected results: Development of European technical approval guidelines, continued improvement of internal EOTA procedures, support for the preparation of technical files for product assessment.
  • Grounds: Beneficiary with a de jure monopoly, in accordance with the legal basis (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c))

Action ENT/IMA/ 1.1.7.1.

Financing the operation of the peer evaluation system and the smooth running of the secretariat of European Cooperation for Accreditation (EA)

  • Legal bases: Regulation (EC) No. 765/2008 of the European Parliament and of the Council of 9 July 2008 setting out the requirements for accreditation and market surveillance relating to the marketing of products and repealing Regulation (EEC) No 339/93.
  • Beneficiary: EA (European Co-operation for Accreditation).
  • Objectives: The objective of this action is to ensure the smooth running of the accreditation infrastructure under Regulation (EC) No. 765/2008, which establishes a new Community accreditation policy.
  • Indicative total budget: Up to 95% of eligible costs, subject to a maximum Community contribution of €375 000.
  • Expected results: Smooth running of the accreditation infrastructure under Regulation (EC) No. 765/2008 as well as the peer evaluation system.
  • Grounds: Beneficiary with a de jure monopoly, in accordance with the legal basis provided by Regulation (EC) No. 765/2008 (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

Action 1.1.10.3.4.

Conference - pricing and reimbursement of pharmaceutical products (Czech Presidency)

  • Legal basis: The "transparency" Directive (Council Directive 89/105/EEC of 21 December 1988 (OJ L 40, 11.02.1989)).
  • Beneficiary: The competent Czech authorities in the field of pharmaceutical pricing and reimbursement (under the Czech Presidency).
  • Objectives: To discuss methods for the pricing and reimbursement of pharmaceutical medicinal products in the various Member States; to establish a network in order to gain as wide a view as possible of existing machinery.
  • Indicative total budget: €50 000, maximum 80% of eligible costs.
  • Expected results: To share experiences and knowledge between the various operators in the field (national authorities, pharmaceutical industry, patients and other health professionals).
  • Grounds: The beneficiary, the competent Czech authorities, enjoy a de facto monopoly for the organisation of the conference, as laid down in the context of the Czech Presidency (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

European Medicines Agency (EMEA)

  • Legal basis: Article 67 of Regulation (EC) No. 726/2004 of the European Parliament and of the Council of 31 March 2004 laying down Community procedures for the authorisation and supervision of medicinal products for human and veterinary use and establishing a European Medicines Agency (OJ L 136, 30.04.2004, p. 1).
  • Beneficiary: European Medicines Agency (EMEA).
  • Objectives: Support for the activities of the European Medicines Agency. The Agency aims to provide Member States and the European Commission with scientific advice and opinions on questions within th e context of Community procedures for the authorisation and supervision of medicinal products for human and veterinary use as defined by Community pharmaceutical legislation. The grant is intended to cover the costs of the Agency by helping to balance the budget.
  • Indicative total budget: €36 390 000, maximum 30% of eligible costs.
  • Expected results: To ensure the smooth functioning of the centralised procedures relating to the market authorisations for medicinal products and improve the telematics networks in these fields as well as in pharmacovigilance.
  • Grounds: The beneficiary is identified by the legal basis as the recipient of a grant (detailed rules for implementing the Financial Regulation, Article 168(1)(d)).

Orphan medicinal products

  • Legal basis: Article 7(2) of Regulation (EC) No. 141/2000 of the European Parliament and of the Council of 16 December 1999 on orphan medicinal products (OJ L 18, 22.01.2000, p. 1)
  • Beneficiary: European Medicines Agency (EMEA).
  • Objectives: To stimulate research and development relating to medicinal products for rare diseases by providing scientific advice and other incentives to the pharmaceutical industry. Fee reductions are granted for application procedures for orphan drugs.
  • Indicative total budget: €5 500 000, maximum 80% of eligible costs.
  • Expected results: To increase the number and availability of orphan medicinal products.
  • Grounds: The beneficiary is identified by the legal basis as the recipient of a grant (detailed rules for implementing the Financial Regulation, Article 168(1)(d)).

European Chemicals Agency (ECHA)

  • Legal basis: Articles 75 and 96(1) of Regulation (EC) No. 1907/2006 of the European Parliament and of the Council of 18 December 2006 (OJ L 396, 30.12.2006).
  • Beneficiary: Europea Chemicals Agency (ECHA).
  • Objectives: Support for the activities of the European Chemicals Agency. The Agency will manage the technical, scientific and administrative aspects of the REACH system at Community level, ensuring t hat the REACH system functions properly and is credible for all parties concerned. The grant is intended to cover the costs of the Agency by helping to balance the budget.
  • Indicative total budget: €64 529 000, 100% of eligible costs.
  • Expected results: To ensure the proper functioning of the REACH system for the registration, evaluation, authorisation and restriction of chemicals.
  • Grounds: The beneficiary is identified by the legal basis as the recipient of a grant (detailed rules for implementing the Financial Regulation, Article 168(1)(d)).

Actions ENT/STA/1.8.1.1., 1.8.1.2., 1.8.1.3

European Standardisation Organisations (ESOs)

  • Legal bases: Article 6 of Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations (OJ L 204, 21.07.1998, p. 37), Article 7 of Council Decision 87/95/EEC of 22 December 1986 on standardisation in the field of information technology and telecommunications (OJ L 36, 07.02.1987, p. 31) and Article 3 of Decision No 1673/2006/EC of the European Parliament and of the Council of 24 October 2006 on the financing of European standardisation.
  • Beneficiaries: CEN (European Committee for Standardisation), CENELEC (European Committee for Electrotechnical Standardisation) and ETSI (European Telecommunications Standards Institute) as recognised by Directive 98/34.
  • Objectives: To support the performance of ESOs, the quality of standardisation, standardisation work in the various sectors, and the visibility and promotion of the European standardisation system.
  • Indicative budget: €20 000 000
    • 1.8.1.1. Support for the operation and activities of the central secretariats of the CEN, CENELEC and ETSI under Article 3(1)(c), (d) and (f) and Article 5(1)(a) and 5(2) of Decision 1673/2006/EC: Up to 90% of eligible costs, subject to a maximum Community contribution of €11 000 000.
    • 1.8.1.2. Standardisation work under Article 3(1)(a), (b) and (f) and Article 5(1)(a) of Decision 1673/2006/EC: For CEN and CENELEC in the form of financing via reimbursement of a percentage of eligible costs actually incurred and flat-rate financing, and for ETSI in the form of a percentage of eligible costs actually incurred. The financing details are laid down in a separate Commission Decision approving a framework partnership agreement for 2009-2013. For 2009, the maximum contribution falls within the limit of a maximum Community contribution of €7 700 000.
    • 1.8.1.3. Translation of European standards into certain Community languages under Article 3(1)(e) and Article 5(1)(a) of Decision 1673/2006/EC: For CEN and CENELEC in the form of financing via reimbursement of a percentage of eligible costs actually incurred and flat-rate financing. The financing details are laid down in a separate Commission Decision approving a framework partnership agreement for 2009-2013. For 2009, the maximum Community contribution is €1 200 000.
  • Expected results: To work towards better application of legislation using European standards in the internal market, to support European policies using European standards, to improve visibility and to promote European standardisation.
  • Grounds: The beneficiaries are standardisation institutes, e.g. institutes pursuing an aim of general European interest (detailed rules for implementing the Financial Regulation, Article 162(a)) with a de jure monopoly in accordance with the legal basis, and with which a multiannual partnership agreement will be signed following adoption of the Commission decision approving a framework partnership agreement for 2009-2013 (detailed rules for implementing the Financial Regulation, Article 168(1)(c)).

EU-Japan Centre for Industrial Cooperation

  • Legal basis: Article 4 of Council Decision 92/278/EEC of 18 May 1992 confirming the consolidation of the EC-Japan Centre for Industrial Cooperation (OJ L 144, 26.05.92, p.1).
  • Beneficiary: EU-Japan Centre for Industrial Cooperation.
  • Objectives: To enhance the global competitive position of European industry in 2009 and ensure the implementation of the competitiveness pillar of the Community's sustainable development strategy. To support trade and investment in bilateral EU-Japan relations through actions proposed by the Centre. To build-up better know ledge of the business environment in Japan for European enterprises.
  • Indicative total budget: Up to 61% of eligible costs, subject to a maximum Community contribution of €2 500 000.
  • Expected results: To facilitate access by EU enterprises, and more particularly SMEs, to the Japanese market by organising programmes and training missions, information services and programmes oriented to the specific needs of industry (priority themes: energy; environment and climate change; industrial policy; innovation; SMEs).
    • To support the improvement of European industrial competitiveness.
    • To support the EU-Japan Business Round Table with technical input from the Commission and the Japanese Government.
  • Grounds: The beneficiary is identified by the legal basis as the recipient of a grant (detailed rules for implementing the Financial Regulation, Article 168(1)(d)).

Space and Security

ENT/FP7/AH1

  • Legal basis: The Seventh Framework Programme adopted by Decision No 1982/2006/EC of the European Parliament and of the Council of 18 December 2006 concerning the Seventh Framework Programme of the European Community for research, technological development and demonstrations activities (2007-2013).
  • Beneficiary: Swedish Presidency, Ministry of Defence, represented by FOI.
  • Objectives: Organisation of a security research conference focussing on Innovation and European aspects of research on security.
  • Indicative total budget: € 200 000. The Community financial contribution may reach a maximum of 50% of the total eligible costs.
  • Expected results: To define some new orientations for the European Security Research.
  • Grounds: Public body organising the event on behalf of the Presidency and ensuring the appropriate visibility to the activities undertaken by the European Commission and to the results obtained through Framework Programme in support of Security (body with a de facto monopoly, in compliance with detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).
