Grants' Work Programme 2008

I. Objective of the General Publicity

The purpose of this publication is to inform the public about the main lines of the grants Work Programme 2008 of the Enterprise and Industry Directorate General. The submission of proposals is not possible at this stage: each action described in the list of planned actions (see point III) will be the subject of a specific call for proposals. The list of ad hoc grants is given for reasons of transparency and will not be the object of any specific call for proposals.

II. Context: The Mission of the Enterprise and Industry Directorate General

Enterprise and Industry DG works to ensure that EU policies contribute to the sustainable competitiveness of EU enterprises and facilitate job creation and sustainable economic growth. It plays a major role in implementing the Lisbon strategy for growth and jobs. We pay particular attention to the needs of manufacturing industry, tourism, and small and medium sized enterprises, managing programmes to encourage entrepreneurship and innovation and ensuring that Community legislation takes proper account of their concerns.

This grants annual programme revolves around the Objectives of the Enterprise and Industry Directorate General's Annual Management Plan.

In order to reach these Objectives the following activities, from which the grant programme is derived, are to be carried out:

  1. Competitiveness, industrial policy, innovation and entrepreneurship :

The activities of Enterprise and Industry DG in this area are designed to assist the ongoing adjustment of Community industry to industrial change in an open and competitive market, improving its competitiveness in the face of global competition and stimulating entrepreneurship to ensure a steady supply of new entrants into business.

  1. Internal market for goods and sectoral policies :

This activity covers measures designed to ensure the smooth operation of the internal market (either through horizontal measures or through actions which focus on particular economic sectors such as automotive or chemicals).

  1. Space and Security :

The aims of the actions carried out in the area of space are as follows:

  • to move to coordinated Space activities at EU and international level, so that the competitiveness of the sector is enhanced;
  • to bring the Global Monitoring for the Environment and Security services into operation;
  • to strengthen the technological base of the space industry through actions carried out under the 7th Framework Programme for research and technological development;
  • to increase the technological basis for security in Europe so that higher security levels are possible.

 

 

III. List of planned actions

1. Competitiveness, industrial policy, innovation and entrepreneurship

Action ENT/CIP/08/B/N01S00:
Services in support of business and innovation

Basic act:

European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).

Eligible entities:

Organizations signatories of a Framework Partnership Agreement concluded at the outcome of calls for proposals.

Objectives:

The objective is to establish and operate a network in order to ensure the support of business and innovation, in particular for SMEs, based on the services of the current EIC and IRC networks, offering information, feedback and business cooperation services, as well as services encouraging the participation of SMEs in Community framework programmes for R&D.

Scheduled date for the call for proposals:

The call was awarded in 2007 and no additional call will be scheduled.

Indicative total budget:

€ 74 200 000. The Community financial contribution may reach a maximum of 60% of the total eligible costs.

Duration:

36 months

Expected results:

The network will seek to:

  • increase synergies among network service providers, by providing joint services;
  • continually improve the quality of the business support network service;
  • raise awareness regarding Community policy issues and the services offered by the business support network;
  • consult businesses and obtain their opinions on Community policy options;
  • ensure that the network offers complementarities with relevant Community national and regional services providers, including the National Contact Points for support to SMEs to participate in FP7;
  • reduce the administrative burden for all parties compared to previous networks.

Action ENT/CIP/08/C/N02S00:
Global Sectoral Approaches

Basic act:

European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).

Eligible entities:

See call for proposals.

Objectives:

Global sectoral benchmarks could aid the competitiveness of European-based industries big and small through offering a way in which emerging economies can engage in taking action to address climate change leading to a level playing field for industry globally.

Scheduled date for the call for proposals:

Q1/2008.

Indicative total budget:

€ 1 900 000. The Community financial contribution may reach a maximum of 90% of the total eligible costs.

Duration:

24 months.

Expected results:

The objective of this action will be to develop proof of concept for sectoral approaches. The actor(s) chosen will need to help deliver the build of capability and expertise in monitoring and reporting in key emerging countries through building partnerships between EU industry and key third countries and to develop a framework for how sectoral-based approaches would fit into a post 2012 framework.

ACTION ENT/CIP/08/B/N05S00:
Networks for the competitiveness and sustainability of European tourism

Basic act:

European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).

Eligible entities:

See call for proposals.

Objectives:

Support for initiatives of public and private bodies, or their existing networks, to contribute to enhancing the sustainability and competitiveness of European tourism especially for SMEs, while allowing for wider economic, social and environmental benefits to be gained.

Scheduled date for the call for proposals:

Q2/2008

Indicative total budget:

€ 300 000. The Community financial contribution may reach a maximum of 50% of the total eligible costs.

Duration:

18 months.

Expected results:

The Commission has identified sustainability as one aspect for the quality and competitiveness for European Tourism (COM(2003)716, COM(2006)134). It approved a Communication on an "Agenda for a sustainable and competitive European Tourism" in 2007 (COM(2007)621) and this project will provide a first step in its implementation.

Whereas most large companies have formal policies with regard to sustainability issues, this tends not to be the case with small and micro companies. This is a particular challenge for the tourism sector, given the predominance of small and micro-sized businesses.

To this end, cooperation between existing networks must be sought and new ad-hoc forms of cooperation between industry associations and public administration should be developed to make SMEs aware that sustainability is an important aspect of competitiveness in the long term.

The call for proposals will select initiatives from bodies working in the tourism field which focus on knowledge gathering and research, awareness raising, education and capacity building activities, and dissemination of good practices related to tourism sustainability.

ACTION ENT/CIP/08/D/N01S00:
Eco-innovation pilot and market replication projects

Basic act:

European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).

Eligible entities:

See call for proposals.

Objectives:

To support projects concerned with the first application or market replication of eco-innovative techniques, products or practices of Community relevance, which have already been technically demonstrated with success but which, owing to residual risk, have not yet penetrated the market. Supporting such innovative eco-technologies should contribute to remove obstacles to the development and wide application of eco-innovation, create or enlarge markets for related products and improve the competitiveness of EU enterprises on world markets. The projects should also aim at reducing environmental impacts or improving the environmental performance of enterprises, in particular SMEs.

Scheduled date for the call for proposals:

Q1/2008

Indicative total budget:

€ 27 850 000. The Community financial contribution will be 40 % for a large enterprise; 50 % for a medium enterprise; 60% for a small enterprise of the total eligible costs.

Duration:

36 months.

Expected results:

  • promoting new and integrated approaches to eco-innovation in fields as environmental management and the environmental friendly design of products, processes and services;
  • removing obstacles to the wide application of eco-innovation;
  • creating an enlargement market for eco-innovative products and services;
  • increase innovation capacities of SMEs.

ACTION ENT/CIP/08/E/N04S00:
Responsible competitiveness – fostering Corporate Social Responsibility in European industrial sectors

Basic act:

Commission decision of 10 December 2007 establishing the Entrepreneurship and Innovation Work Programme for 2008 pursuant to European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).

Eligible entities:

See call for proposals.

Objectives:

Support for multi-stakeholder initiatives to promote CSR in a limited number of industrial sectors.

Specific Objectives:

Greater uptake of CSR amongst enterprises, including SMEs; facilitate joint action between industry and other stakeholders; further explore the links between CSR and competitiveness.

Scheduled date for the call for proposals:

Q1/2008

Indicative total budget:

€ 510 000. The Community financial contribution may reach a maximum of 50% of the total eligible costs.

Duration:

18 months

Expected results:

Selection of a limited number of multi-stakeholder initiatives that promote CSR on a sectoral basis.

Activities supported could include:

The development and implementation of sector-wide responsible competitiveness strategies, awareness-raising, education and training, the development of codes of conduct or joint reporting methodologies, as well as other solutions proposed by stakeholders.

Each initiative will involve business and non-business stakeholders. The specific needs and capacities of SMEs will be taken into account. The focus will be on EU industry, but some initiatives may also have a global dimension.

2. Internal market for goods and sectoral policies

Basic act:

Pilot project within the meaning of Article 49(6)(a) of Council Regulation (EC, Euratom) No.1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (OJ L 248, 16.9.2002, p.1), as last amended by Council Regulation (EC, Euratom) No.1995/2006 of 13 December 2006 (OJ L 390, 30.12.2006, p. 1), and by Council Regulation (EC, Euratom) No.1525/2007 of 17 December 2007 (OJ L 343, 27.12.2007, p. 9).

Eligible entities:

Any public entity or private body active in the field of entrepreneurship promotion or in the field of transnational placement services.

Objectives:

To allow nascent EU entrepreneurs to learn in an experienced entrepreneur's company in another EU Member State with the purpose of facilitating exchange of experiences and networking.

Scheduled date for the call for proposals:

June 2008

Indicative total budget:

The total budget earmarked for co-financing under this call amounts to EUR 2 850 000. Commission financial assistance cannot exceed 90% of the total eligible costs.

Duration:

18 to 22 months depending on the type of project.

Expected results:

Organisation of approximately 850 measures for the mobility of potential or start-up entrepreneurs to stay with existing entrepreneurs in order to encourage exchanges of experience, strengthen the development and exploitation of entrepreneurial thinking and the creation of networks of young entrepreneurs.

ACTION ENT/IMA/4.1.1.:
European tourist destinations of excellence

Basic act:

Preparatory action within the meaning of Article 49(6)(b) of Council Regulation (EC, Euratom) No.1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (OJ L 248, 16.9.2002, p.1).

Previous calls linked to this preparatory action: 2006 - 2007.

Eligible entities:

Applications should be submitted by Member States' national administrations in charge of tourism. If responsibility for the tourism sector is decentralised, then the proposal may be submitted by the competent regional administration. National tourist offices or other public bodies in charge of tourism may submit applications, provided that the competent national administration gives its consent in writing. Applicants may use any competent technical body as partner organisations. Candidate countries are welcome to participate in the present call for proposals under the same conditions as the Member States, but no grants will be awarded to any candidate country in the framework of the present pilot project.

Objectives:

To draw attention to the value, diversity and shared characteristics of European tourist destinations and to promote destinations where the economic growth objective is pursued in such a way as to ensure the social, cultural and environmental sustainability of tourism.

Scheduled date for the call for proposals:

March 2008

Indicative total budget:

€ 1 000 000. The proposed grant will cover up to 75% of the eligible costs of national selection procedures (maximum € 52 000 per project).

Duration:

7 months

Expected results:

Selection of up to 27 destinations of excellence, one for each Member State, plus one destination for each candidate country which has decided to participate in the pilot project. All selected destinations will be announced at a European-level event.

The specific results of the pilot project will be to:

  • enhance the visibility of the European tourist destinations;
  • create awareness of the quality and diversity of Europe's tourist destinations;
  • promote all European countries and regions;
  • create a platform for the exchange of good practices at European level;
  • promote networking between award-winning destinations,
  • motivate other destinations to adopt sustainable tourist development models.

THIS ACTION HAS BEEN CANCELLED

ACTION ENT/IMA/1.1.3.1:
MEDDRA

Basic act:

Article 106(1) of Directive 2001/83/EC of the European Parliament and of the Council of 6 November 2001 on the Community code relating to medicinal products for human use (OJ L 311, 28/11/2001, p. 67).

Eligible entities:

National authorities of the Member States competent in the field of medicinal products.

Objectives:

Translation of the Medical Dictionary for Drug Regulatory Activities (MedDRA) developed to harmonise regulatory communication between competent authorities (EU - United States - Japan) and facilitate the exchange of information. Encourage Member States that have not yet completed the translation work to start (PT level - Preferred Terms) or to complete (LLT level - Lowest Level Terms) these translations. LLT level represents a specific and more detailed breakdown of the PT terms. The proposals could provide for completion of the entire translation (PT + LLT). Date of the call for proposals: June 2008.

Indicative total budget:

Up to 50 % of eligible costs, subject to a maximum Community contribution of € 150 000 (maximum € 50 000 per level of translation completed - PT or LLT).

Duration:

12 months for one level of translation and 24 months for an entire translation.

Expected results:

Ensure greater efficiency of the pharmacovigilance networks.

ACTION ENT/IMA/1.1.6.2:
Testing of reactions to fire in the area of construction products

Basic act:

Articles 7 and 8 of Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of the Member States relating to construction products (OJ L 40, 11.2.1989, p. 12).

Eligible entities:

See call for proposals.

Objectives:

To perform a series of tests in order to provide information on which basis the Commission can give mandates for harmonised standards on construction products' reactions to fire and dangerous substances.

Scheduled date for the call for proposals:

April 2008

Indicative total budget:

Up to 70% of the eligible costs, subject to a maximum Community contribution of € 150 000 Duration: 10 months.

Expected results:

Mandates for harmonised standards to be established in European standards institutions with regard to reactions to fire and dangerous substances.

ACTION ENT/IMA/1.2.7.4:
Study/network/meetings and conferences within the framework of the fixing of the prices and repayment of the pharmaceutical products in the EU

Basic act:

Article 10 of the Directive on transparency (EC) No.105/1989 of the European Parliament and of Council, of 21 December 1988 (O.J. n° L 40 of 11.2.1989) Eligible entities: see call for proposals.

Objectives:

To analyse the various systems of fixing of prices and repayment of the pharmaceutical products, to organise meetings and conferences within this framework and create a network between the various competent national authorities in these fields.

Scheduled date for the call for proposals:

March 2008

Indicative total budget:

€ 200 000, with a maximum of 90% of the eligible costs for 2008.

Duration:

Specific agreements will be signed under a 4-year framework partnership agreement.

Expected results:

To harmonise and improve the methods of fixing of prices and repayment of pharmaceutical medicines in the Member States; to improve the necessary deadlines for the placing on the market and to avoid increasing the budget deficits while ensuring access of the pharmaceutical products to all the citizens of the EU.

3. Space and Security

ACTION ENT/FP7/THEME 9 "SPACE"

Basic act:

The Seventh Framework Programme adopted by Decision No.1982/2006/EC of the European Parliament and of the Council of 18 December 2006 concerning the Seventh Framework Programme of the European Community for research, technological development and demonstrations activities (2007-2013).

Eligible entities:

See rules for participation.

Objectives:

The objective of the FP7 space theme is to support a European Space Policy focusing on applications such as GMES (Global Monitoring for Environment and Security), with benefits for citizens, but also on RTD in space foundation areas for the competitiveness of the European space industry.

ACTION ENT/FP7/THEME 10 "SECURITY"

Basic act:

The Seventh Framework Programme adopted by Decision No 1982/2006/EC of the European Parliament and of the Council of 18 December 2006 concerning the Seventh Framework Programme of the European Community for research, technological development and demonstrations activities (2007-2013).

Eligible entities: See rules for participation.

Objectives:

To develop the technologies and knowledge for building capabilities needed to ensure the security of citizens from threats such as acts of terrorism and (organized) crime, natural disasters and industrial accidents while respecting fundamental human rights including privacy; to ensure optimal and concerted use of available and evolving technologies to the benefit of civil European security; to stimulate the cooperation of providers and users for civil security solutions; to improve the competitiveness of the European security industry and to deliver mission-oriented results to reduce security gaps.

IV. Ad Hoc Grants

In 2008, the Enterprise and Industry DG envisages to earmark a portion of the budget for ad-hoc proposals. Nevertheless, the actions are only indicative and do not represent a formal commitment of the Commission. There will be no further publication for the actions listed below.

1. Competitiveness, industrial policy, innovation and entrepreneurship

Basic act:

Decision No 1639/2006/EC of the European Parliament and of the Council of 24 October 2006 establishing a Competitiveness and Innovation Framework Programme (2007 to 2013) OJ L 310/15, and Commission Decision C(2008) 3183 of 24 June 2008 amending Commission Decision C(2007) 5989 of 10 December 2007 establishing the Entrepreneurship and Innovation work programme for 2008.

Beneficiary:

Ministry of Industry and Trade of the Czech Republic (Ministerstvo Průmyslu a Obchodu ČR).

Objectives:

Organisation of the closing conference of European SME week and the European Enterprise Awards ceremony in Prague, 13-14 May 2009.

Indicative total budget:

€150 000. The Community financial contribution may reach a maximum of 75% of the total eligible costs.

Expected results:

Promotion of the objectives and actions of the Small Business Act for Europe, showcasing examples of best SME policies and practices.

Justification:

Public body organising the event on behalf of the EU presidency during the first half of 2009, ensuring appropriate visibility of the activities undertaken by the European Commission in the area of entrepreneurship and SME policy (body with a de facto monopoly, in compliance with detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

ACTION ENT/CIP/08/F/S03C00:
Co-operation with EU presidencies

Basic act:

European Parliament and Council Decision nr 1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).

Potential Beneficiaries: National Administrations of the respective EU Presidencies.

Objectives:

To organize one or several actions in co-operation with the competent national administration of the concerned EU presidency:

  • To build and disseminate sectoral knowledge;
  • To inform policy-making and put forward policy recommendations;
  • To increase coherence and cooperation between Member States.

Indicative total budget:

€200 000 with a maximum co-financing of 80% of the total eligible costs.

Expected results:

Conferences, meetings, workshops and expert groups in cooperation with national administrations will be organized, prepared and supported.

Justification:

Bodies with a de facto monopoly, duly substantiated in the Commission's award decision (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

ACTION ENT/CIP/08/B/N02S00:
Annual conference of the CIP Network

Basic act:

European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).

Beneficiary:

Public representative body of the French Government.

Objectives:

The objective is to animate and govern the new business and innovation network, replacing the current EIC and IRC networks, and to ensure the operation of the network. The animation of the network will ensure the European dimension of the network and help the network to provide their services in an efficient and effective manner and at the highest quality possible.

Scheduled date for the call for proposals:

Q4/2008

Indicative total budget:

€350 000. The Community financial contribution may reach a maximum of 80 % of the total eligible costs.

Expected results:

The objective is to organize the first annual conference of the new CIP network that will provide, during several years, services in support of business and innovation.

Justification:

Body with a de facto monopoly, duly substantiated in the Commission's award decision (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

ACTION ENT/CIP/08/B/N03C00:
Promotion of craft and SMEs in the standardisation area

Basic act:

European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013)

Beneficiary:

NORMAPME aisbl (consortium UEAPME / NORMAPME).

Objectives:

Qualitative Objectives:

  • better adaptation of the standardization process to the needs of crafts and SMEs;
  • to encourage and increase the use of standards by craft and SMEs.

Operational Objectives:

  • to foster SMEs' participation in the EU standardization process;
  • to provide better information for SMEs on standardization;
  • to improve knowledge on the needs of SMEs in the field covered and not covered until now by services contracts concluded and identify options for improvements in the future (evaluation).

Indicative total budget:

€1 000 000. The Community financial contribution may reach a maximum of 95% of the total eligible costs.

Expected results:

The objective is to promote craft and SMEs in the standardisation area through various specific actions. These activities require a high level of expertise in two distinct fields : standardisation and craft and SMEs needs.

Justification: actions with specific characteristics that require a particular type of body on account of its technical competence, its high degree of specialization or its administrative power (detailed rules for the implementation of the Financial Regulation, Article 168(1)(f).

ACTION ENT/CIP/08/C/N01S00:
Europe INNOVA conference

Basic act:

European Parliament and Council Decision No.1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013)

Beneficiary:

National French Ministry of Enterprises.

Objectives:

The objective of this measure is to continue, maintain and further develop the horizontal support function established under Europe INNOVA to ensure the systematic collection, analysis, exploitation and dissemination of the results of innovation projects.

Scheduled date for the call for proposals:

Q3/2008

Indicative total budget:

€400 000. The Community financial contribution may reach a maximum of 57% of the total eligible costs.

Expected results:

The objective of the action is to organise, in the context of the French Presidency, the annual Europe INNOVA conference, a 2-day event that will bring together about 700 participants (high-level policy makers, researchers & practitioners) to debate the latest policy ideas, opportunities & challenges for European innovation & competitiveness.

Justification:

Body with a de facto monopoly, duly substantiated in the Commission's award decision (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

ACTION ENT/CIP/08/C/N06S00:
European Cluster Agenda Conference

Basic act:

European Parliament and Council Decision nr 1639/2006/EC establishing a Competitiveness and Innovation Framework Programme (2007-2013).

Beneficiary:

National French Ministry of Enterprises.

Objectives:

The European Cluster Memorandum provides the political endorsement by the Member States of the initiative under PRO INNO Europe to work together to develop a common cluster agenda in support of the development of strong, world-class clusters in Europe.

The objective of this measure is to take stock of progress made on the European agenda for transnational cooperation aimed at defining a common framework for cluster policies at regional, national and European level.

Scheduled date for the call for proposals:

Q4/2008

Indicative total budget:

€150 000. The Community financial contribution may reach a maximum of 50% of the total eligible costs.

Expected results:

The objective of the action is to organize, in the context of the French Presidency, the European Cluster Agenda conference that will bring together about 200 participants (made of high-level ministerial officials) to discuss cluster cooperation.

Justification:

Body with a de facto monopoly, duly substantiated in the Commission's award decision (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

2. Internal market for goods and sectoral policies

ACTION ENT/IMA/2.1.1.1:
EU-JAPAN Centre for Industrial Cooperation

Basic act:

Article 4 of Council Decision 92/278/EEC of 18 May 1992 confirming the consolidation of the EC-Japan Centre for Industrial Cooperation (OJ L 144, 26.05.92, p. 1).

Beneficiary:

EU-JAPAN Centre for Industrial Cooperation.

Objectives:

To develop and implement in 2008 a strategy of market access for industrial products and services protecting the competitiveness of the EU. To enhance the global competitive position of European industry and to ensure the implementation of the competitiveness pillar of the European Union sustainability strategy. To support trade and investment in bilateral EU-Japan relations through actions proposed by the Centre.

Indicative total budget:

Up to 66,6 % of eligible costs, subject to a maximum Community contribution of €2 669 500.

Expected results:

Facilitate access for European enterprises to the Japanese market by organising training programmes and missions, information services and specific industry-oriented programmes (e.g. "alternative energy"). Help to increase European industrial competitiveness. Support the EU-Japan Business Dialogue Round Table with technical input from the Commission and the Japanese Government.

Justification:

The beneficiary is identified by the legal basis as the recipient of a grant (detailed rules for implementing the Financial Regulation, Article 168(1)(d)).

ACTION ENT/IMA/1.1.4.1:
EUROPEAN PHARMACOPOEIA

Basic act:

Article 1 of Council Decision 94/358/EC of 16 June 1994 accepting, on behalf of the European Community, the Convention on the elaboration of a European Pharmacopoeia (OJ L 158, 25.06.1994, p. 17).

Beneficiary:

Elaboration of a European Pharmacopoeia aiming to harmonise specifications for medicinal substances and pharmaceutical preparations to enable them to circulate in Europe. Support for biological standardisation activities in the field of batch controls of medicinal products.

Indicative total budget:

Up to 66,67 % of eligible costs, subject to a maximum Community contribution of €1 000 000.

Expected results:

To help improve the circulation of medicinal products in Europe and to enhance mutual recognition of controls between Member States.

Justification:

Beneficiary with a de jure monopoly, in accordance with the legal basis (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

ACTION ENT/IMA/1.1.6.1:
Work concerning European technical approval guidelines in the field of the Construction Products Directive

Basic act:

Articles 8 to 11 and Annex II of Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of the Member States relating to construction products (OJ L 40, 11.2.1989, p. 12) and sole article of Commission Decision 94/23/EC of 17 January 1994 on common procedural rules for European technical approval (OJ L 17, 20.01.1994, p. 34).

Beneficiary:

EOTA (European Organisation for Technical Approvals).

Objectives:

Council Directive 89/106/EEC provides that guidelines for European technical approval shall be established on the basis of mandates.

Indicative total budget:

Up to 25 % of eligible costs, subject to a maximum Community contribution of € 400 000.

Expected results:

Development of European technical approval guidelines, continued improvement of internal EOTA procedures, support for the preparation of technical files for product assessment.

Justification:

Beneficiary with a de jure monopoly, in accordance with the legal basis (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

ACTION ENT/IMA/1.1.8.4.6:
Conference - Fixing of prices and repayment of pharmaceutical products (Slovenian Presidency)

Basic act:

Directive on transparency (EC) No.105/1989 of the European Parliament and of the Council, of 21 December 1988 (OJ L No.40 of 11/02/1989).

Beneficiary:

Agency for Medical Products and Medical Devices of the Republic of Slovenia.

Objectives:

Discuss the methods of fixing of prices and repayment of pharmaceutical medicines in the various Member States; establish a network in order to establish the broadest sight possible of the existing mechanisms.

Indicative total budget:

€50 000, maximum 80 % of the eligible costs.

Expected results:

Share the experiences and knowledge between the various participants in the field (national authorities, pharmaceutical industry, patients and other members of the health professions).

Justification:

Body with a de facto monopoly, duly substantiated in the Commission's award decision (detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

ACTION ENT/IMA/1.1.8.4.7:
Conference - Development of innovative medicines and mechanisms of fixing of prices and repayments (French Presidency)

Basic act:

ACTIONS ENT/IMA/1.3.1.1. & 1.4.1.1:
European Medicines Agency (EMEA)

Basic act:

Article 67 of Regulation (EC) No 726/2004 of the European Parliament and of the Council of 31 March 2004 laying down Community procedures for the authorisation and supervision of medicinal products for human and veterinary use and establishing a European Medicines Agency (OJ L 136, 30.04.2004, p. 1).

Beneficiary:

EMEA

Objectives:

Support for the activities of the European Medicines Agency. The Agency aims to provide Member States and the European Commission with scientific advice and opinions on questions within the context of Community procedures for the authorisation and supervision of medicinal products for human and veterinary use as defined by Community pharmaceutical legislation. The grants are intended to cover the costs of the Agency by helping to balance the budget.

Indicative total budget:

€32 000 000, subject to a maximum of 30 % of eligible costs.

Expected results:

To ensure the functioning of the centralised procedures related to market authorisations for medicinal products and improve the telematics networks in these fields as well as in pharmacovigilance.

Justification:

The beneficiary is identified by the legal basis as the recipient of a grant (detailed rules for implementing the Financial Regulation, Article 168(1)(d)).

ACTION ENT/IMA/1.5.1.1:
Orphan Drugs

Basic act:

Article 7(2) of Regulation (EC) No.141/2000 of the European Parliament and of the Council of 16 December 1999 on orphan medicinal products (OJ L 18, 22.01.2000, p. 1).

Beneficiary:

EMEA

Objectives:

To stimulate research and development relating to medicinal products for rare diseases by providing scientific advice and other incentives to the pharmaceutical industry. Fee reductions are granted for application procedures for orphan drugs.

Indicative total budget:

€6 000 000, subject to a maximum of 80 % of eligible costs.

Expected results:

To increase the number and availability of orphan medicinal products.

Justification:

The beneficiary is identified by the legal basis as the recipient of a grant (detailed rules for implementing the Financial Regulation, Article 168(1)(d)).

ACTIONS ENT/IMA/1.6.1.1. & 1.7.1.1:
European Chemicals Agency (ECHA)

Basic act:

Article 75 of Regulation (EC) No.1907/2006 of the European Parliament and of the Council of 18 December 2006 (OJ L 396, 30.12.2006).

Beneficiary:

ECHA

Objectives:

Support for the activities of the European Chemicals Agency. The Agency will manage the technical, scientific and administrative aspects of the REACH system at Community level, ensuring that the REACH system functions properly and is credible for all parties concerned. The grant is intended to cover the costs of the Agency by helping to balance the budget.

Indicative total budget:

€62 619 000

Expected results:

Ensure the proper functioning of the REACH system for the registration, evaluation, authorisation and restriction of chemicals.

Justification:

The beneficiary is identified by the legal basis as the recipient of a grant (detailed rules for implementing the Financial Regulation, Article 168(1)(d)).

ACTIONS ENT/IMA/1.8.1.1.1, 1.8.1.2.1 & 1.8.1.3.1:
European Standardisation Organisations (ESOs)

Basic act:

Article 6 of Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations (OJ L 204, 21.07.1998, p. 37), Article 7 of Council Decision 87/95/EEC of 22 December 1986 on standardisation in the field of information technology and telecommunications (OJ L 36, 07.02.1987, p. 31) and Article 3 of Decision No.1673/2006/EC of the European Parliament and of the Council of 24 October 2006 on the financing of European standardisation.

Beneficiaries:

CEN (European Committee for Standardisation), CENELEC (European Committee for Electrotechnical Standardisation) and ETSI (European Telecommunications Standards Institute) as recognised by Directive 98/34.

Objectives:

To support ESOs' performance, the quality of standardisation, standardisation work in the various sectors, the visibility and the promotion of the European standardisation system.

Indicative budget:

€17 585 000.

The grant rate, expressed as a percentage of total costs, is limited as follows:

  • Support for the operation and activities of the central secretariats of the CEN, the CENELEC and the ETSI under Decision No.1673/2006/EC, Article 3(1)(c), (d) and (f) and Article 5(1)(a) and 5(2): - for operation: up to 90% of total costs, subject to a maximum Community contribution of € 9 500 000;
  • - for actions to promote and raise awareness of the European standardisation system: up to 80% of total costs, subject to a maximum Community contribution of €1 000 000.
  • Standardisation work under Decision No.1673/2006/EC, Article 3(1)(a), (b) and (f) and Article 5(1)(a): up to 90% of the total costs of the action, subject to a maximum Community contribution of € 6 600 000.
  • Translation of European standards into certain Community languages under Decision No.1673/2006/EC, Article 3(1)(e) and Article 5(1)(a): up to 50% of total costs, subject to a maximum Community contribution of € 485 000.

Expected results:

To work towards better application of legislation using European standards in the internal market, to support European policies using European standards, to improve visibility and to promote European standardisation.

Justification:

The beneficiaries are standardisation institutes, e.g. institutes pursuing an aim of general European interest (detailed rules for implementing the Financial Regulation, Article 162(a)) with a de jure monopoly in accordance with the legal basis, and with which a partnership agreement was signed in December 2003 following a Commission decision (detailed rules for implementing the Financial Regulation, Article 168(1)(c)).

3.Space & Security

Basic act:

The Seventh Framework Programme adopted by Decision No 1982/2006/EC of the European Parliament and of the Council of 18 December 2006 concerning the Seventh Framework Programme of the European Community for research, technological development and demonstrations activities (2007-2013).

Beneficiary:

Ministry for Environment and Spatial Planning - Environmental Agency of the Republic of Slovenia.

Objectives:

As a part of the conference "responding to environmental change" a side event on global monitoring for the environment and security is planned.

Indicative total budget:

€ 50 000. The Community financial contribution may reach a maximum of 100% of the total eligible costs.

Expected results:

To promote the uptake of activities undertaken within the context of the FP 7 Space, as well as fostering the implementation of the European space Programme.

Justification:

Public body organising the event on behalf of the running presidency and ensuring the appropriate visibility to the activities undertaken by the European Commission and to the results obtained through Framework Programme in support of GMES (body with a de facto monopoly, in compliance with detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).

Basic act:

Public body organising the event on behalf of the running presidency and ensuring the appropriate visibility to the activities undertaken by the European Commission and to the results obtained through Framework Programme in support of Security (body with a de facto monopoly, in compliance with detailed rules for the implementation of the Financial Regulation, Article 168(1)(c)).
