An annual donor coordination conference for the Western Balkans and Turkey was held in Brussels on 23 and 24 October 2008. The conference organised by the Enlargement directorate general of the European Commission was attended by more than 170 representatives from EU member states, international financial institutions, non-EU donors, UN organisations, the Council of Europe, and the Court of Auditors as well as representatives from countries from the Western Balkans and Turkey and of the European Commission delegations in the region.
In the context of the Enlargement Policy, donor coordination can be broadly defined as joint support by donors, to improve aid effectiveness and foster capacity building of the candidate and potential candidate countries, with an aim to help them to align with EU standards and to prepare the countries in their European perspective.
During the conference, the Commission and the Member States, together with the International Financial Institutions (IFIs) and non-EU donors exchanged their views and shared experience of best practice as well as agreed on the need for enhanced donor coordination and organised follow-up.
The conference looked at mechanisms for donor coordination developed by beneficiary countries, and discussed practical issues in sectoral working groups (Rule of Law, Socio-Economic Development and Civil Society). Conclusions and recommendations on the way forward were issued at the end of the Donor Coordination Conference.
