Commissioner Olli Rehn on the events in Belgrade on 21 February 2008
I strongly condemn the attacks perpetrated yesterday against foreign Embassies and economic assets in Belgrade which caused important material damage and put human life in danger. We respect the democratic right of the Serbian people to voice their opinion on developments in Kosovo, but the use of violence for expressing one's opinion is unacceptable. I call on the Serbian authorities to ensure the proper protection of diplomatic missions in the country. I appeal for calm in Serbia and in the wider region. We urge all Serbian politicians to call for restraint and avoid statements that could further inflame the situation."

Commissioner Rehn welcomes the adoption of the new Turkish law on Foundations
(22 February 2008) Enlargement Commissioner Olli Rehn has called the adoption by the Turkish Parliament of the new law on Foundations, a welcome step forward. Commissioner Rehn noted that the adoption is an important issue for Turkey, and one that all EU institutions have regularly highlighted as important to ensure fundamental rights and freedoms for all Turkish citizens, and added: "We need to study the official text, but previous drafts and parliamentary debates indicate that the law addresses a number of issues crucial for the functioning of religious foundations. Implementation of this law should be in accordance with the provisions of the European Convention on Human Rights and the jurisprudence of the European Court of Human Rights. It is implementation that will be the test of Turkey's progress in ensuring rights and freedoms."

EU to invest € 440 million in Bosnia and Herzegovina in 2007-2011
(20 February 2008) The agreement on the basis of which the EU will continue to provide financial assistance to Bosnia and Herzegovina has been signed in Sarajevo. According to the framework the European Commission has allocated € 440 million of support to Bosnia and Herzegovina in its transition from a potential candidate to a candidate country for the period 2007-2011 under the Instrument for Pre-Accession Assistance (IPA). - Olli Rehn welcomes European unity and balanced conclusions on Kosovo(18 February 2008) The conclusions of the Council of ministers are an expression of European unity and they demonstrate that the European Union is both ready and able to steer the process of stabilisation in the Western Balkans, noted Enlargement Commissioner Olli Rehn in a press conference in Brussels referring to the EU reaction to the latest developments in Kosovo. Earlier, today, the EU External Relations Council took note
of the Kosovo Assembly resolution which declared Kosovo to be independent and noted that Member States will decide, in accordance with national practice and international law, on their relations with Kosovo. The Council recalled the European Union's longstanding commitment to the stability of the Western Balkans region and reaffirmed its commitment to fully and effectively support the European perspective for the Western Balkans.

Turkey joins EU competitiveness programme
(12 February 2008) Turkey has become the third candidate country, after Croatia and the former Yugoslav Republic of Macedonia, to join the Competitiveness and Innovation Programme (CIP) under which the European Commission promotes innovation, entrepreneurship and growth in small and medium-sized enterprises. European Commission Vice President Günter Verheugen and Ambassador of the Permanent Mission of Turkey to the EU, Volkan Bozkir, signed a Memorandum of Understanding formalising the Republic's entry to the Entrepreneurship and Innovation pillar of CIP. Turkey participated already actively in innovation related activities under the "Research and innovation" programme of the sixth Framework Programme. These have been extended and further developed under the Competitiveness and Innovation Programme (CIP).

EU's invitation to Serbia remains on the table, Olli Rehn says in Brussels press conference
(6 February 2008) The EU is committed to accelerate Serbia's European course and contribute to better citizens' rights and better living standards for the Serbian people, despite political and procedural obstacles in Serbia to sign an interim Political Agreement with the EU, Enlargement Commissioner, Olli Rehn, told journalists in Brussels. The Commissioner regretted that the signature of the Political Agreement between the EU and Serbia, planned for 7 February, had to be postponed. Olli Rehn noted that certain politicians in Belgrade blocked the signature and added that they have failed to hear the voice of the Serbian people who voted last Sunday in favour of Serbia's European future, better lives and better citizens' rights. (4 February 2008) The President of the European Commission José Manuel Barroso, has congratlated the President of the Republic of Serbia, Boris Tadi? , on his re-election. The Commission President noted that the election result saw a victory for democracy in Serbia and for the European values and that Serbia has demonstrated its ability to assume the responsibilities of a modern and democratic state. European Commission and Serbia discuss measures to end visa restrictions
(30 January 2008) Ensuring visa free travel for Serbian citizens to the European Union member states is at the heart of the dialogue launched on January 30 between the European Commission and Serbia. At the opening ceremony in Belgrade, Commission Vice President Frattini noted that the dialogue is an important step towards a common European future. Enlargement Commissioner Olli Rehn welcomed the launching of the dialogue and pointed out that visa liberalisation is one of the objectives of the interim Political Agreement on cooperation the EU has invited Serbia to sign on 7 February.

The EU invites Serbia to sign a political agreement on cooperation
(29 January 2008) The European Union has proposed a political agreement on co-operation between the EU and Serbia, providing a framework for making progress on political dialogue, free trade, visa liberalisation, and educational co-operation, to be signed on 7 February 2008. In its conclusions on the Western Balkans, the Council notes that Serbia has a crucial role to play in the Western Balkans, both for ensuring stability and as a motor for the economic development and prosperity of the region adding that the European Union wishes to deepen its relationship with Serbia. The Council also welcomed the entry into force of the visa facilitation and readmission agreements with Albania, Bosnia and Herzegovina, Montenegro, Serbia and the former Yugoslav Republic of Macedonia on 1 January 2008.

(23 January 2008) The reform process and the prospects for European Union accession of the Former Yugoslav Republic of Macedonia were at the heart of the discussions today in Brussels between EU Enlargement Commissioner Olli Rehn and Prime Minister Nikola Gruevski. Lisbon treaty takes Europe into 21st century
(13 December 2007) Marking an important step in European integration, the political leaders of the 27 Member States signed on December 13 the Treaty of Lisbon providing the European Union with a new framework to respond to the challenges of the 21st century. European Union and Bosnia and Herzegovina initial Stabilisation and Association agreement
(4 December 2007) The EU and Bosnia and Herzegovina initialled on 4 December a key agreement which will foresee mutual rights and obligations and the framework for the reforms Bosnia and Herzegovina needs to implement with the aim of moving closer to the EU. Enlargement Commissioner Olli Rehn initialled the Stabilisation and Association Agreement alongside Prime Minister Nikola Spiric, at a ceremony in Sarajevo. Writing about EU Enlargement - Commission launches competition for young journalists from Europe
(15 November 2007) Journalists aged 17-27 from EU member states, the Western Balkans and Turkey can take part in the new competition launched today by the European Commission in cooperation with the European Youth Press association. The journalists are invited to submit to the competition a recently published article on EU enlargement (publication date between January 2007 and 15 March 2008). The winners, selected by national juries made up of media representatives, will have their articles also published on the competition website and will be invited on a joint trip through Balkan countries.

EU Enlargement updated strategy and progress reports available on line
(6 November 2007) The Commission's annual strategy document explaining its policy on EU enlargement has been adopted and become available on line. The document includes a summary of the progress made over the last twelve months by each candidate and potential candidate: Croatia, the former Yugoslav Republic of Macedonia, Turkey, as well as Albania, Bosnia and Herzegovina, Montenegro, Serbia and Kosovo (under UN Security Council Resolution 1244). In addition, the 2007 progress reports were published, where the Commission services monitor and assess the achievements of each of the candidate and potential candidates over the last year. The so-called "enlargement package" contains also proposals to the Council for revised European and Accession partnerships for each country and the Multi-annual Financial Framework. (18 October 2007) Croatia and the former Yugoslav Republic of Macedonia have become the first non European Union/European Economic Area countries to join the EU Competitiveness and Innovation Programme under which the European Commission promotes innovation, entrepreneurship and growth in small and medium-sized enterprises (SME's). The Competitiveness and Innovation Programme runs from 2007 to 2013 with a total budget of € 3.6 billion. Time to move ahead with reforms, Olli Rehn tells Turkey conference (9 October 2007) Turkey and the European Union can build together a bridge based on common values, was the conclusion of the speech Enlargement Commissioner Olli Rehn gave on 5 October, in Istanbul. During his address at the "Bosphorus Conference" the Commissioner invited the Turkish government to give renewed impetus to the reform process, noting that this will also open the way for faster progress in the accession negotiations. Ollie Rehn praised the Turkish authorities for having overcome a political crisis earlier this year and for strengthening the democratic institutions. The Commissioner pointed out that progress in the areas of freedom of expression and freedom of religion would significantly change Turkey's image in the rest of the world. Sarajevoto host the Regional Co-operation Council secretariat
(21 September 2007) The agreement establishing the secretariat of the Regional Co-operation Council (RCC) in Sarajevo was signed on September 14 in Plovdiv, Bulgaria. The agreement was signed by the ministers of Foreign Affairs of Bosnia and Herzegovina and the other participating States in the South-East European Cooperation Process, as well as the United Nations Mission in Kosovo (UNMIK). The RCC will take over the activities of the Stability Pact for South Eastern Europe as of 2008. The formal start of the secretariat's work in Sarajevo is planned for February 2008. New rules on visa facilitation and readmission agreed between the European Union and the Western Balkan countries
(19 September 2007) A new set of rules on visa facilitation and readmission was signed on September 18 in Brussels by European Commission vice president Franco Frattini, Portuguese interior minister Rui Carlos Pereira and the interior ministers of Albania, Bosnia and Herzegovina, Montenegro, Serbia and the former Yugoslav Republic of Macedonia. The agreements aim at making it easier for citizens of Western Balkan countries, in particular those who travel most, to acquire short stay visas for the EU, whilst simultaneously putting in place clear rules for combating illegal immigration. Pending the opinion of the European Parliament, the conclusion of visa facilitation and readmission Agreements is foreseen by November 2007. The finalisation of the ratification process and the implementation of the agreements is expected by 1 January 2008. Further information available here.

Croatia, Serbia, and former Yugoslav Republic of Macedonia become associate countries to the Seventh Research Framework programme (FP7)
(13 July 2007) The Republic of Croatia and the Republic of Serbia and the former Yugoslav Republic of Macedonia each signed, in Brussels, a Memorandum of Understanding (MoUs) with the European Commission that will give them the possibility to participate in the European Union's Seventh Research Framework Programme (FP7). The signatory countries, as well as Turkey, which signed a similar memorandum on 1 June, will now be able to participate in all the FP7 calls for proposals, including those opened since the beginning of the year. The agreement offers researchers form these countries the same rights for participation as EU Member States in all the research cooperation and supported actions funded under FP7. Kosovo's future status - Declaration in the European Parliament by Commissioner Olli Rehn
(11 July 2007) In a Declaration by the Commission at the European Parliament (EP), Olli Rehn urged the members of the UN Security Council to carry their responsibility for resolving Kosovo's status. He also called "on Serbia to play a constructive role in the next phase of the process" and "on all the actors involved not to pursue unilateral actions – whether declarations or veto threats – which would only harm the interest of us all in a stable region that can become fully part of the EU over time." Commissioner Rehn said: delaying the status process for delay's sake will get us nowhere. It would only risk instability in Kosovo, prolong the agony in Serbia, and delay the region's movement towards the EU.This is the moment when Europe – both the EU and its member states – must show leadership and help bring a sustainable solution to Kosovo. European Union awards grants to support new jobs in the private sector in Kosovo
(5 July 2007) The European Union has awarded the first nine grants to private businesses under the Fund for Agro-Processing & Industrial Revitalization (FAIR) project to support private sector development in northern Kosovo, offering financial and technical support to entrepreneurs. The EU grants and investments of the beneficiaries will lead to the creation of around 120 new jobs. The project is funded by the European Union through the European Agency for Reconstruction, co-funded by the Grand Duchy of Luxembourg and implemented by the International Organisation for Migration (IOM). Both existing and new businesses may apply for FAIR grants ranging from 50,000 to 200,000 EURO. Eligible proposals must be related to technological investments in the manufacturing sector.

Croatia, Serbia, and former Yugoslav Republic of Macedonia become associate countries to the Seventh Research Framework programme (FP7)

(13 July 2007) The Republic of Croatia and the Republic of Serbia and the former Yugoslav Republic of Macedonia each signed, in Brussels, a Memorandum of Understanding (MoUs) with the European Commission that will give them the possibility to participate in the European Union's Seventh Research Framework Programme (FP7). The signatory countries, as well as Turkey, which signed a similar memorandum on 1 June, will now be able to participate in all the FP7 calls for proposals, including those opened since the beginning of the year. The agreement offers researchers form these countries the same rights for participation as EU Member States in all the research cooperation and supported actions funded under FP7.

European Union enlargement in the priorities of the Portuguese EU-presidency
(28 June 2007) Respecting the enlargement commitments made by the European Union and encouraging the countries concerned to intensify the reforms necessary to bring them closer to the Union, are among the priorities of the Portuguese EU-presidency, presented by prime minister of Portugal José Sócrates. The Portuguese EU-presidency priorities acknowledge that the development of a European perspective for the countries concerned has clear benefits for all through its contribution to peace, stability and prosperity in Europe. European Union accession conference with Croatia and Turkey, Brussels, June 26
(26 June 2007) The European Union accession conference with Croatia and Turkey is held today in Brussels. The discussions with Turkey focus on the implementation of EU law in the areas of statistics and financial control while the discussions with Croatia cover an additional four areas: establishment and services, company law, financial services, and information society and media. Accession negotiations began with Croatia and Turkey on 3 October 2005 and are continuing. The accession conference is the intergovernmental conference whereby the substance of negotiations is conducted between all EU Member States on the one hand and the candidate country on the other.

Western Balkans and Turkey to receive € 3.96 billion in financial assistance from the European Union, in 2007-2009
(21 June 2007) The European Commission has finalised its planning for the financial assistance the candidate and potential candidates will receive in 2007-2009 under the Instrument for Pre-Accession Assistance (IPA). An overall indicative amount of € 3.96 billion will help Croatia, the former Yugoslav Republic of Macedonia, Turkey, Albania, Bosnia and Herzegovina, Montenegro, Serbia and Kosovo (under UN Security Council Resolution 1244) enhance political and economic reform and development, on their path towards EU membership. Commission resumed negotiations on a Stabilisation and Association Agreement with Serbia, 13 June 2007
Enlargement Commissioner Olli Rehn welcomed Serbia back to the negotiation table : "I commend the Serbian government for the actions it has taken to meet the conditions for resuming the talks. The SAA will bring concrete trade and economic benefits for Serbia. It is a key step for Serbia on its path to the EU."
