Since 2007 Montenegro has received EU financial aid under the instrument for pre-accession assistance (IPA), for an annual average financial envelope of over 30M€. The allocation for 2009 totals € 33.3 million.
Here are some highlights of the EU's pre-accession assistance under the IPA 2009national programme for Montenegro (signed in February 2010):
- Political criteria: € 6.35 million will be provided to strengthen the judicial institutions through the implementation of the new Criminal Procedure Code (CPC), to strengthen the capacities of police administration for the fight against organised crime and IT, to support the reception Centre for Asylum Seekers, to support the implementation of Personal Data Protection Strategy and to enhance the Civil society development.
- Economic criteria: € 10.8 million will be made available to support infrastructures in the sectors of environment through solid waste management, and transport through upgrading railways, and to establish a national development plan.
- Ability to assume the obligations of membership: € 7.78 million will be provided to improve the ability to assume obligations of membership which includes support to DIS implementation and PIFC system, internal market, external audit, labour inspection, fisheries, as well as electronic communications.
- Community programmes, € 0.15 million and Support activities: € 2.15 million, will be provided to support community programmes, as well as project preparation, technical assistance, and other support measures.

through IPA Programmes per component
One part of the assistance (Component I) focuses on implementing the main priorities of the European partnership. In particular it involves investment and measures aiming at institution building, as well as transition and stabilisation measures still necessary in the Western Balkans. It is delivered through annual national and multi-beneficiary programmes.
The other part of the assistance (Component II) supports cross-border cooperation activities between Montenegro and EU member states as well as with candidate and potential candidate countries. It may also help Montenegro participate in Structural Funds' trans-national co-operation programmes under the European Neighbourhood and Partnership Instrument.
Cross-border decisions
The purpose of support under the Instrument for Pre-Accession Assistance (IPA) programme is to help candidate and potential candidate countries and territories – the Beneficiaries – to progress towards fully meeting the Copenhagen political and economic criteria as well as adopting and implementing the EU acquis. The Multi-beneficiary actions will complement and add value to the support given under the National Programmes.
