Aide financière à la Croatie

Aide financière à la Croatie

  • Dotation financière pour 2013: €93.5 millions d'euros
  • La Croatie a accès:
    • au volet I de l'IAP (aide à la transition et renforcement des institutions);
    • au volet II de l'IAP (coopération transfrontalière);
    • au volet III de l'IAP (développement régional);
    • au volet IV de l'IAP (développement des ressources humaines);
    • au volet V de l'IAP (développement rural).

La Croatie a accès aux cinq volets de l'IAP depuis qu'elle a obtenu le statut de pays candidat, et elle a reçu l'agrément pour gérer elle-même cette assistance (au titre du système de gestion décentralisée).

  • L'aide de l'UE est axée sur les aspects suivants:
    • renforcer les institutions, et notamment améliorer l'efficacité du système judiciaire et rendre le service public moderne, transparent et orienté vers les citoyens;
    • préparer la Croatie à utiliser les fonds structurels et de cohésion de l'UE;
    • achever l'alignement du pays sur la législation de l'UE;
    • promouvoir le développement économique et social.

Transition Assistance and Institution Building

IPA Component I: Institution building

The core activity under IPA Component I is InstitutionBuilding, with priorities in the fields of the political and economic criteria as well as ability to assume the obligations of membership with a particular focus on the justice and home affairs and the public administration reform sectors. Institution building also includes supporting programmes aimed at strengthening the institutional capacity for the management of EU funds as well as covering Croatia's participation in Community Programmes:

Civil society: Every year we have a project on civil society which aims to enhance the impact of Croatian civil society organisations (CSOs) on acquis-related policies and the upgrading of civil society dialogue, particularly in the fields of: fight against corruption; prevention of violence among youth and fostering of youth volunteering; equal opportunities and non-discrimination; sustainable development and environment protection.

The purpose of support under the Instrument for Pre-Accession Assistance (IPA) programme is to help candidate and potential candidate countries and territories – the Beneficiaries – to progress towards fully meeting the Copenhagen political and economic criteria as well as adopting and implementing the EU acquis. The Multi-beneficiary actions will complement and add value to the support given under the National Programmes.

Cross-Border Co-operation

IPA Component II: Cross- border cooperation

The core activity under IPA component II is Cross-border Cooperation. IPA 2007 and 2008 programmes support cooperation with bordering Member States (Hungary, Italy and Slovenia) and also include a new generation of cross border-programmes (Bosnia and Herzegovina, Montenegro and Serbia) as well as participation of Croatia in the European Territorial Co-operation trans-national programmes "South-East Europe" and "Mediterranean".
